Duties

SUMMARY: The primary purpose of this position is to act as the Curriculum Coordinator of the Department of the Air Force (DAF) Fellows program, an in-resident Professional Military Education (PME), Intermediate Development Education and Senior Development Education (IDE and SDE), by providing Headquarters Air University (HQ AU) and Air Education and Training Command (AETC) oversight and guidance responding to DoD, Air Staff, and MAJCOMs on matters regarding the DAF Fellows program. This position would also be responsible for the day-to-day management of operational aspects of the DAF Fellows program, ensuring operations comply with all applicable directives governing fellowships and Professional Military Education operations and associated DoD, Air Force, and AETC guidance. DUTIES: Assists the Director in the oversight and management of Department of Air Force Fellows assigned to academic, corporate, governmental, and research institutions nationwide. Provides professional leadership, advice, guidance, and authoritative consulting on education matters concerning all Department of the Air Force Fellows. Evaluates individual Fellow performance and serves as the primary academic advisor to DAF Fellows. Collects, curates, and maintains the DAF Fellows database. Executes funding, resources, and budget management.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A bachelor's degree (or higher degree) that included or was supplemented by a major study in education or in a subject-matter field appropriate to the position. NOTE: You must submit copies of your transcripts. OR COMBINATION OF EDUCATION AND EXPERIANCE -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. NOTE: You must submit copies of your transcripts. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. Knowledge of commonly applied concepts, and methodologies in carrying out information, personnel, and advising operating officials, techniques, and methods to a variety of work situations. Knowledge of the program goals and objectives and administrative operations of the organization for projects and studies. In-depth knowledge of pertinent laws, regulations, policies, and precedents as well as impact priorities, and related support resources which affect the education and training program. Knowledge is applied in developing new or modified work methods, records and files, management processes, procedures for administering program services, and automating work processes for the conduct of administrative support functions or program operations. Knowledge of the methods of performing such duties as conducting reviews, collecting and analyzing information and skill in weighing the impact of variables such as critical personnel qualifications, access and entry restrictions, developing guidance for applying security policy, procedures and other issues that influence the course of actions taken in resolving security questions, issues and various levels or degrees of security controls. Knowledge of security classification methods and principles, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new missions to assure the presence of adequate planning for information security and other controls. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of administrative, personnel and budget laws, regulations, policies and procedures and uses this knowledge to assist in the management of programs and processes. Knowledge regarding the duties, priorities, commitments, and policies of Air University and Air War College. Knowledge is required to prepare a variety of internal reports and documents based on information obtained from staff files, meetings, and other sources. Incumbent must independently prepare administrative, personnel, and budget reports. Knowledge of academic and research specialties, concepts, principles, criteria, requirements, technology, and practices. Skill in fact-finding, compiling data, and ability to research files, procedures and regulations. Skill is used to compile data, provide analysis, present recommendations, compose correspondence, and advise on procedures. Ability to use automated software programs to perform tasks associated with the work such as word processing, database management, spreadsheets, graphics, and other computer software programs associated with an office environment. Must be able to work with a team that is geographically distributed. Ability to communicate orally and in writing, clearly, concisely, and accurately. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
