This is a Direct Hire Authority (DHA) solicitation utilizing the DHA Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as the Congressional and Legislative Advisor in the Office of the Chief of Staff within the Program Executive Office Missiles and Space (PEO MS).This is a pay banded position.
The NH-04 encompasses grades 14 and 15 on the General Schedule.
Duties
Undertake actions that carry great consequence to the Command based on the Congressional importance and the issues at stake.
Develop strategies and programs for improving and maintaining strong relationships with Congress.
Analyze written and telephonic inquiries to identify relevant issues and sources of information and facts required for resolution of congressional inquiries.
Advise the Commanding General, Deputy to the Commander and the Chief of Staff on external communications aspects of policies, plans and programs, as well as preparing the USASMDC leadership for testimony before Congress.
Expedite the flow of appropriate information and assist Congress in a general understanding of USASMDC policies, operations and requirements.
Operate as a point of contact for Headquarters, DA legislative liaison offices to respond to Congressional Members, their staff and Congressional Committees and to coordinate information with leadership for matters of mutual interest.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually thereafter.
- Business travel required up to 25% of the time.
- This position requires the selectee to obtain and maintain a Secret Security Clearance.

Specialized Experience: One year of specialized experience is defined as: 1) Coordinate liaison activities with Members of Congress and the respective appropriations committees; 2) Analyze complex issues and their impact on programs; 3) Promote knowledge and understanding of congressional policies and programs; and 4) Provide guidance on responding to congressional inquiries and legislative proposals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03)/GS-13.
