You will serve as a Supervisory Travel Program Manager in the Travel Division under the Resource Management Department of DDHBAP ASIA PACIFIC CENTER FOR SECURITY STUDIES.

Duties

You will plan and prioritize work, assign tasks to subordinates based on capabilities and requirements. You will develop and approve performance standards, communicate expectations, and recognize excellent performance. You will conduct interviews and make recommendations for appointments and promotions. You will provide overall direction to the Travel Division to include defining objectives, priorities, and making informed decisions to ensure efficient and effective travel operations. You will certify authority and approving official for all travel transactions to include reviewing, analyzing, and approving or modifying travel authorizations and travel vouchers. You will be responsible for performing records information management work, including planning, controlling, directing, organizing, training, and promoting activities related to records creation, maintenance, and disposition. You will provide passport and Visa advisories in accordance with the Bureau of Consular Affairs, Special Issuance Agency, and ensure compliance with the annual certification by the Department of State Special Issuance Agency. You will manage the safeguarding and handling debit cards and U.S. cash used for attendee payments, commercial domestic and international reservations, itineraries, and airline ticket issuance in accordance with Travel Regulations. You will oversee official travel orders with supporting documents, including authorized monetary allowances based on current per diem rates You will update and maintain written travel instructions, checklists, and procedures to assist personnel during travel; Continually update and streamline agency travel operations and disseminating travel changes to staff. You will manage travel advances, Electronic Fund Transfers (EFT), and settlement vouchers. You will assist with establishing and enforcing travel policies and practices to ensure timely completion of official travel settlements. You will oversee the logistics for arrivals, departures, lodging arrangements, car reservations, passports, and visas for civilian and military members traveling abroad. You will oversee electronic and cash per diem payments, managing and overseeing the disbursement of funds, ensuring compliance with financial regulations and policies. You will review and verify payment requests, ensuring proper documentation and authorization are in place; Maintains accurate records of all disbursements, including receipts, invoices, and supporting documentation. You will examine and certify vouchers, invoices, claims, and other requests for payment or reimbursement of travel and transportation expenses and reconciling statements of accountability with Defense Finance and Accounting Services.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: coordinating and processing travel arrangements to include arranging flights and lodging for internal and external employees and customers using an automated travel system and finalize travel settlements and vouchers with accurate computation and payments. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of an Ph.D. or equivalent doctoral degree

or

Successful completion of at least 3 full years of progressively higher level graduate education leading to such a degree

or

Possession of an LL.M., if related

or

A combination of experience an graduate education as described above that equates to one year of experience.
