You will serve as a TOTAL FORCE MANAGEMENT DIRECTOR in the Naval Facilities Engineering Command, business Directorate of NAVAL FACILITIES ENG COMMAND HAWAII.
Duties
You will plan work to be accomplished by subordinates, set and adjust priorities, and prepare schedules for completion of work.
You will assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
You will evaluate work performance of subordinates.
You will interview candidates for positions in the unit; recommend appointment, promotion, or reassignment of such positions.
You will hear and resolved complaints from employees and group grievances.
You will effect disciplinary measures.
You will identify developmental and training needs of employees, providing or arranging for needed development and training.
You will develop performance standards.
You will serve as the command's senior official accountable for acquiring and developing a high-quality workforce.
You will lead complex succession planning due to frequent, required rotations for civilian and military staff which requires the continuous developing of recruitment and hiring strategies and forecasting potential vacancies due to attrition.
You will provide direction for the administration and oversight of the Total Force Development program.
You will serve as the command's expert on personnel forecasting and provides policy direction to ensure all areas are effectively and efficiently structured in accordance with manpower requirements.
You will provide directly for the Personnel Resources, and Program staff that facilitate the personnel and manpower requirements.
You will serve as the Director's principal advisory and policy makers on matters related to designing and executing a human capital strategy.
You will plan work to be accomplished by subordinates, set and adjust priorities, and prepare schedules for completion of work.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS -13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Preparing long-range planning guidance to meet Human Capital objectives; 2) Formulating Human Captial programs, policies and procedures; 3) Applying Human Captial theories, regulations procedures and precedents to identify interrelation problems; 4) Identifying and solving complex total force management issues; and 5) Developing, motivating and managing civilian personnel staff.
