This position is located in the Department of Homeland Security (DHS), Office of Biometric Identity Management (OBIM).
The primary purpose of this position is to serve as a first level supervisor to oversee and guide the identification, evaluation, and dissemination of information to potential new customers to further OBIM's identity services delivery; and the development of functional requirements and business analysis documentation.
Non-BU: This is a non-bargaining unit position.
Duties
As a Supervisory Management and Program Analyst, GS-0343-14, your typical work assignments may include:
Performing routine and/or complex administrative supervisory responsibilities.
Overseeing and guiding the identification, evaluation, and dissemination of information to potential new customers to further OBIM's identity services delivery.
Overseeing and guiding the development of functional requirements and business analysis documents in support of/ compliance with the Systems Engineering Life Cycle (SELC); Acquisition Life-cycle Framework (ALF); established architecture frameworks such as DoD's Architecture Framework (DoDAF); and DHS directives; methodologies; and DHS and organizational processes.
Exercises technical and administrative supervision over the immediate staff in keeping with typical first level supervisory authority.
As an expert in project/program management and business analysis, and by incorporating an agile methodology, the incumbent will provide support and guidance to the team, as needed, for all phases of analysis and the development of business analytical documents to include interpreting capability assessments and customer mission drivers in accordance with OBIM's mission objectives.

Qualifications
Specialized Experience
You qualify for the GS-14 grade level if you possess one (1) year of specialized experience equivalent to the GS-13 grade level in Federal service or equivalent private/public sector experience. For this position, specialized experience is defined as:
Strong analytical and project management skills required, including a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements.
Supports the development of various business analysis documents supporting work efforts and ensuring cross-program coordination ensuring compliance with applicable technical and business architectures, privacy, policy, strategic goals, etc.
Establish and implement formal, repeatable methodologies of identifying, evaluating, and disseminating information on new and relevant technologies or biometrics.
Provide leadership and guidance to the team to achieve functional goals and objectives.

Substitution of education in lieu of specialized experience may not be used for this grade level.

Selective Placement Factor
This position has a Selective Placement Factor that must be met along with the Specialized Experience.
Certification:The incumbent should have Program Management and/or Technology Manager Level III certification with a Requirements specialization or the ability to meet this requirement within 18 months of onboarding.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
