This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base Facilities and Major Range and Test Facilities Base, NDAA 1125 (a) and (c) to to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Monitors and logs status and availability of assigned and unassigned police, fire, and medical field units to assure an appropriate response is made. Updates information for medical, police and fire personnel en-route to call. Maintains reports and retrieve statistical information using the National Fire Incident Reporting System(s) (NFIRS). Operates computer based Hazardous Materials databases to provide field units with accurate information during emergencies. Responsible for the receipt and effective evaluation of 911 emergency calls to include installation fire, police, ambulance service, and Commercial Intrusion Detection System alarms.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The incumbent is required to work an alternate work schedule, which requires an uncommon tour of duty (including nights, weekends and holidays).
  • Incumbent is required to work (mission essential) regardless of weather conditions, Terrorist Force Protection Condition (TFPCON) or installation closure and to report to the duty station at the regularly scheduled time.
  • Must be able to possess or obtain and maintain a valid state issued driver's license.
  • Incumbent is required to have and maintain within one year the required certifications.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and s requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Typing Proficiency Required: This position requires a qualified typist. A qualified typist can type 40 words per minute based on a 5-minute sample with three or fewer errors. GS-06 Specialized Experience: One year of specialized experience which includes; Using vehicle dispatching procedures and/or radio usage procedures for public safety situations. Answering telephone emergency calls and monitoring alarm security systems to determine appropriate response. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). OR Education: completed a half year (i.e., 9 semester hours) of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Communications, Homeland Security, Fire Protection, etc. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: GS-07 Specialized Experience: One year of specialized experience which includes (1) operating automation, emergency dispatching, and communications equipment; AND (2) questioning callers to determine problems and nature of calls to respond with appropriate emergency personnel/equipment; AND (3) accomplishing several tasks at one time such as operating radios, telephones, and typing; AND (4) communicating effectively with police, fire, or medical personnel during emergencies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). OR Education: completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Emergency Management, Emergency Response, Disaster Management ore related field of study. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages.
