Duties
Participates in the work of the team, coaches and facilitates the selection and application of problem-solving techniques or work methods, and assists team in identifying solutions, priorities in and organizing to accomplish the work.
Distributes team assignments among team members in accordance with workflow, skill level and specialization.
Serves as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members.
Participates in systems requirement reviews and coordinates with customer/functional representatives and other technical personnel to clarify requirements.
Prepares design documents and participates in critical design reviews to study and verify impacts on current systems.
Prepares system documentation for purposes of improving software development processes in accordance with acceptable industry standards (ex. Capability Maturity Model). Maintains status reports and prepares correspondence as necessary.
Develops and/or employs tools and methods to track progress throughout the life cycle of the project.
Coordinating functional and technical staff developing, deploying, operating, and maintaining an information system.
Providing project management experience demonstrating oversight and analysis for an organization's priority information systems over the entire project life cycle.

Oral Communication- briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience
Problem Solving- identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions
In addition to the Basic Competency Requirements listed above, one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 in the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as coordinating functional and technical staff developing, deploying, operating, and maintaining an information system; providing technical guidance and oversight related to the analysis, testing, problem resolution, deployment, monitoring, and maintenance of software systems; providing project management experience demonstrating oversight and analysis for an organization's priority information systems over the entire project life cycle, providing leadership working with the supervisor and the system's customers, doing all possible to provide for their system related needs and requests consistent with applicable laws, regulations; planning and executing the system fiscal budget, and delivering customer requested system level reports; working with internal and external resource staff to coordinate system support actions.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social).
