You will serve as a Security Specialist in the North Atlantic Treaty Organization (NATO) of JOINT FORCE COMMAND NORFOLK.
Duties
You will implement and coordinate all matters pertaining to security protection of information and sensitive operations.
You will be the primary technical and operational advisor to the Commander in implementing the information, personnel, physical, and industrial security disciplines.
You will correlate operational and situational awareness with existing plans and procedures to increase security posture.
You will coordinate and de-conflict issues concerns and recommendations for JFCNF personnel, directorates and the Commander.
You will schedule inspections, approve inspections reports and systematically follows-up on status of corrective actions.
You will provide NATO security in-briefs, maintains Personnel Security database including but not limited to personal security clearances and foreign visitor requests.
You will Identify security shortfalls and implement corresponding plans to correct weaknesses.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Wearing of safety clothing and equipment when in construction or industrial areas is required.
Qualifications
GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience demonstrating ability to clearly and effectively articulate, present, and promote varied ideas and issues (to include sensitive or controversial topics) before a wide range of audiences. Makes clear and convincing oral presentations.

Supports the employment of measures and controls to deny unauthorized persons electronic, logical, and physical access to information derived from electronic communications and ensures authenticity of such communications.
Experience applying personnel security principles and methods to process initial investigations, clearances, periodic re-investigations, and clearance upgrades/downgrades, suspension, revocations, terminations, reinstatements and to complete the adjudication, and appeals processes.
Experience evaluating internal and external security clearance requests and ensures applicant's actions are consistent with regulatory requirements.
Experience analyzing and reporting on clearance and appeals findings to senior security officials and makes appropriate notifications.
Experience conducting assessments on threats and vulnerabilities, determine the level of risk, and develop and recommend appropriate mitigation countermeasures in operational and non-operational situations.
Experience conducting assessments in a counterintelligence context to protect against espionage, other intelligence activities, and sabotage conducted for or on behalf of foreign powers, organizations or persons, or international terrorist activities.

Education
GS-11:
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree.
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. degree
OR
Possession of an LL.M. that is related to this position being filled.
