You will serve as a Security Specialist (Communications Material) in the Communications & Info System Division, Director Maritime Headquarters of COMMANDER US FLEET FORCES COMMAND.
Duties
You will interpret policy received from higher authority.
You will develop and promulgates policy for subordinate commands.
You will represent USFLTFORCOM in communications planning for joint, coalition and fleet operations and exercises, ensures cryptographic interoperability between Navy, Joint and Allied commands.
You will develop COMSEC material required holdings from recommendations provided by Combatant, Operational and Type Commanders.
You will establish, promulgate, and monitor required COMSEC holdings for all Atlantic Fleet Commands, ensuring cryptographic interoperability between Navy, Joint and Allied commands.
You will respond to emergency and high priority COMSEC incidents after duty hours as required.
You will perform close independent interactions between major senior staffs as well as many federal and civilian agencies.
You will serve as the FFC representative developing policy and guidance regarding crypto modernization, including providing Fleet requirements to developers and Systems Commands (SYSCOMS).
You will control authority for approximately 180 General Service (GENSER) and
Special Compartmented Information (SCI) cryptographic keying material systems and manage them in accordance with national and U.S. Navy directives and publications.
You will evaluate reports of COMSEC insecurities in order to assess operational consequences and impact on national security.
You will conduct annual review of FFC cryptosystems to evaluate and confirm continuing requirements for the keying material.

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 723 COMSEC level Master within 12 months of appointment.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Extensive understanding and experience with management of a Local Element account under the Key Management Infrastructure (KMI) program.
In depth understanding of the KMI program and NAVY COMSEC directives with ability to manage contractor and military personnel maintaining full accountability of the USFFC local COMSEC account.
Mastery of National and Navy COMSEC procedures relating to issuing, handling, storing and Destruction of COMSEC material.
Good communication skills to coordinate with both System Commands and Type Commanders to ensure Fleet COMSEC installations keep pace with Navy operational requirements.
