The incumbent serves as the Supervisory Management and Program Analyst (Data Science) within Veterans Health Administration of the Office of Integrated Veteran Care located in the Office of Integrated informatics and Analytics Operations. S/he provides expertise in the performance of advanced qualitative and quantitative analytical work in automated data science, analytical mathematics, statistical programs, Structured Query Language (SQL) variants, and business intelligence/analytic tools.
Duties
These major duties include, but are not limited to the following below:
Delivers expert business intelligence with respect to data governance, data visualization, data analysis, management capabilities, organizational capacity, and enterprise analytics infrastructure.
Participates in meetings, conferences, briefings, and seminars related to data analytics program planning and support system concepts.
Guides the evolution of informatics software and processes using creative and well-developed interpersonal skills to achieve effective communication with the end users.
Develops and adapts large scale, high-performance data processing systems.
Analyzes data reports results to executive management
Work Schedule: Monday through Friday from 8:00 AM to 4:30 PM (MST)

Telework: This position may be telework eligible on an ad-hoc basis (ad-hoc is performed on an occasional, one-time, or irregular basis)as determined by agency policy, the discretion of the supervisor and the needs of the service line.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/20/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 grade level position, applicants must have served 52 weeks at the GS-13 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. In addition to meeting the time-in-grade requirements as described above, applicants may qualify based on their specialized experience and/or graduate education as described below.
GS-14 GRADE LEVEL:
Specialized Experience: Applicants must have at least one (1) year of specialized experience that equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
1) Designs data pipelines using complex tools and techniques to handle data at scale.
2) Evaluates and monitors a broad range of data analyses assignments entailing unique problems, creativity, innovative use of techniques, advance approaches and or new technology.
3)Conducts research to identify causes of data collection / storage / quality issues and delivers expert business intelligence.
4) Develops standard processes and tools for managing project teams and overall program management tasks and responsibilities
5)Provides data and analytics services in support of Office of Management and Budget (OMB), Office of Inspector General (OIG), and
General Accounting Office (GAO) as it relates to IVC data.
There is not educational substitution at the GS-14 grade level for this position.

Physical Requirements: Work is primarily sedentary. There may be some light lifting of papers, files, and folders. No special physical demands.
Work Environment: Work takes place in an office setting with normal environmental controls for heat, ventilation, and light.
There may be some occasional travel required to various OCC locations.
