The incumbent serves as a Supervisory Management and Program Analyst supporting healthcare service contract acquisitions and manages the contract modification process in support of the Office of Integrated Veterans care
Duties
Major Duties:
Supports healthcare service contract acquisitions and manages the contract modification process.
Manages the procurement process for contracts with third-party administrators.
Provides strategic support in the design, development, implementation, modification, management, administration, and maintenance of healthcare operational solutions.
Facilitates healthcare acquisitions and support modifications to contracts to support Veteran care.
Responsible for contract transition and ongoing administrative program management for operational enhancement projects.
Work Schedule: Full Time, Monday through Friday 8:00 am to 4:30 pm
Compressed/Flexible: Available at supervisory discretion.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/09/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. The required specialized experience includes:
Mastery of administrative program management and associated qualitative and quantitative methods for the management, assessment, and improvement of program effectiveness.
Knowledge and skill interpretation and abiding by Federal Acquisition Regulations.
Knowledge evaluating solicitations, proposals, and modifying existing contracts.
Knowledge of responding to solicitations or contract protests.
Skill providing management and oversight of large national program office procurements exceeding $250,000.
Ability to oversee a team of specialists or procurement agents.
Knowledge to serve as a contracting officer and/or contracting officer's technical representative/contracting officer's representative.
Thorough understanding of how healthcare benefits programs are administered and the operations of Agency and related federal and private-sector healthcare systems to develop, retrieve, and integrate data and other information.
Knowledge of project management and strategic planning techniques, methods, and practices related to management of complex product.
Ability to communicate and present, orally and in writing, results of analyses and recommendations.

Physical Requirements: No special physical exertion is required. The work is primarily sedentary in nature with occasional walking, standing, stooping, bending, reaching, and carrying of loads weighing up to 20 pounds is required. The workplace is often hectic, and rapidly changing deadlines contribute to stress.
