This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Perform a broad range of data analyses assignments entailing unique problems, creativity, innovative use of techniques, advance approaches and or new technology. This position is located at the Pentagon, Arlington, VA.
Duties
Plan and conducts relevant research and analytical studies of Army stationing.
Develop and maintain a data architecture to include a web-based application, such as R, Python, Tableau, Shiny App, and Microsoft Sharepoint.
Apply advanced operations research and data science techniques for quantitative, statistical, and prescriptive analysis, forecasting, predictive modeling, and optimization.
Play an integral role in various Base Realignment and Closure (BRAC) related analyses and functions.
Ensure stationing and BRAC related information is analyzed and packaged in formats useful for facilitating Army senior leadership decisions
Provide technical advice to the Army leadership and Commands (ACOMs).
Receive and process stationing actions submitted by the Army Staff and Army leadership and Commands (ACOMs) for approval.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a testing designated position. Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as critical under the Department of the Army Drug-Free Federal Workplace Program).
- This position may require TDY up to 10% of the time.
- Must be able to obtain and maintain a Top Secret/Sensitive Compartmented Information Security Clearance.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Operations Research Analyst:
Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GS-14 Specialized Experience: One year of specialized experience which includes utilizing data analytical and visualization tools such as R, Python, and Tableau to develop reports; conducting analytical studies of facilities and training requirements to support business processes; and advising senior leaders on base realignment and closure information. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
