The primary purpose of this position is to represent the Director or DAF at various standing and ad hoc OSD, joint-service, and DAF analysis and scientific advisory groups, Utilize knowledge and experience in military operations research, data science, tactical, operational, and strategic weapons systems analyses and assessments for use across the DoD and interagency.
Duties
1. The Technical Advisor uses knowledge and experience in military operations research, data science, tactical and strategic weapons systems analyses, systems of systems warfare, wargames, and assessments to:
a. Evaluate cutting-edge developments in science, technology, engineering, mathematics, and testing through interface with experts across the DoD as well as leaders in academia and industry for inclusion in SAF/SA analytic approaches. Conduct methodology and tool development to ensure that study
needs are met and that new opportunities are considered.
b. Develop DAF analytic research and development programs for the improvement of methods and tools to analyze weapon systems in tactical and
strategic operations. This includes not only developing collaborative efforts with other organizations and academic institutions but also directing the
technical development of SAF/SA contracted research and development.
c. Review and evaluate the use of analytical models and data science applications within the directorate and across the DAF analytic community (DAFAC), recommend improvements to model managers and data mangers, and advise the SAF/SA Director on the status and adequacy of the agency's analysis architecture and data support. Collaborate with the Air Force Chief Scientist, DAF Chief Data and Artificial Intelligence Officer, professional organizations, industry, and academic centers to address DAF and Joint warfighting, and other defense issues.
d. Evaluate fiscal forecast analyses for the SecAF via DAF Corporate Structure, focusing on the planning programming, budgeting and execution system (PPBES). Review and evaluate studies that examine impacts over time maximizing return on investment subject to time-critical resourcing. Ensure analyses consider Total AF Program and Total Force issues. Review and evaluate analyses that supports annual development of the DAF Program Objective Memorandum through analyses and studies which provide insight on design and force structure alternatives.
e. Lead Director's crisis action analytical team. Responsible for the integration and coordination of completed and/or on-going studies in order to be
responsive to Secretary and DAF Chiefs of Staff.
f. Lead development and deployment of state-of-the-art advanced analytics that leverage emerging opportunities with Artificial Intelligence, Machine
Learning, optimization algorithms and other tools to address the complexities associated with current and future joing warfighting across all domains.
g. Drive next generation modeling & simulation for decision support capabilities by continuously evaluating the legacy modelling and simulation tool suite.
h. Develop and implement an annually updated upgrade recapitalization plan to include the use of commercial off-the-shelf tools and ensuring full
representation of integrated air, space, and cyber capabilities at the engagement, mission and campaign-levels of analysis.
2. On behalf of the SAF/SA Director, act as the Executive Agent for RAND Project AIR FORCE (PAF) to oversee the contract administration for this Federally Funded Research and Development Center (FFRDC), support the DAF Vice Chiefs of Staff in developing the annual research plan, and facilitate collaboration between RAND PAF and their DAF project sponsors.
3. Represent SAF/SA as participating member of various high-level standing and ad hoc Office of the Secretary of Defense, joint, service, and DAF-related advisory groups to ensure DAF issues and analysis methodologies are accurately and successfully represented across the DAF and join analytic communities. Includes serving as SAF/SA representative on one or more of the following: Joint Technical Coordinating Group/Aircraft Survivability (JTCG/AS), Joint Technical Coordinating Group/Munitions Effectiveness (JTCG/ME), Defense Science Board Committees, Air Force Scientific Review Groups, and Air Force Chief Scientists.
4. Participate in career development of military and civilian analysts through the Scientist and Engineering Career Program and Air Force Institute of Technology (AFIT) education. Recruit and mentor new analysts through Palace Acquire, Science, Technology, Engineering and Mathematics Scholarships (SMART) and other intern programs. Propose and guide academic research.
5. Maintain special liaison with Defense operations research and data science organizations to include but not limited to OSD CAPE, JCS/J-8, Center for Army Analysis (CAA), OPNAV/N-8, USMC/CDC, Department of Homeland Security, defense-related and analytic professional societies, FFRDCs, University Affiliated Research Centers (UARCs), and think tanks. To the extent possible, ensure that they understand DAF issues, and that their analytic approaches appropriately represent DAF equities.

Qualifications
QUALIFICATIONS: Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the Civilian Senior Executive Service corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.
MANDATORY TECHNICAL QUALIFICATIONS (NTE 6 pages total for all 4 MTQs): A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panel members may consider experience that's over 10 years old to be outdated. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:
1. Experience in military operations research to evaluate cutting-edge developments in science and technology.
2. Demonstrated ability in data science to review and evaluate the use of analytic models and data science applications.
3. Experience with tactical, operational, and strategic weapons system analyses to drive next generation modeling & simulation for decision support and develop analytic research and development programs.
4. Knowledge of the planning, programming, budgeting and execution system (PPBES) able to evaluate fiscal forecast analyses for the SecAF and the DAF Corporate Structure.
Specialized Experience: The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area.
Education
Basic Requirements:
Bachelor's Degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, data science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
PhD in operations research or equivalent academic research credentials is highly desired.
