This position is located in the Office of the Director of Administration and Management (DA&M), Performance Improvement Directorate (ODAM/PID). The incumbent serves as the Deputy Director Performance Improvement Directorate (DD PID) and, as such, serves as a principal advisor to the Deputy Performance Improvement Officer (Deputy PIO) and Director, Performance Improvement Directorate (DPID), on PID's administration, organization, and management functions.
Duties
As the Deputy Director, Performance Improvement Directorate (PID), the incumbent serves as the principal advisor to the Deputy Performance Improvement Officer (PIO) providing support in the full range of matters under his/her cognizance, to include: managing and overseeing PID personnel and resources, and the timely delivery of PID Divisions' programs and activities; designing, developing, and adapting performance management, statistical, and other quantitative/qualitative methods/techniques to analyze management problems in all functional lines for the Department. The incumbent's program areas of responsibility include, but are not limited to the following:
Responsible for designing and implementing strategies that maximize employee potential, connecting the organization horizontally and vertically, and fostering high ethical standards in meeting the organization's vision, mission, and goals. Assist in recruiting, retaining, and developing the talent needed to achieve a high quality, diverse workforce that reflects the nation, with the skills needed to accomplish organizational performance objectives while supporting workforce diversity, workplace inclusion, and equal employment policies and programs.
Assists the Deputy PIO in providing policy guidance and advice and assistance to the Deputy Secretary of Defense,
the PIO and other senior DoD officials on strategic planning, performance management, performance improvement and enterprise risk management.
Establishes, reports, and tracks DoD goals and objectives, and supports dialogue with 0MB, GAO, and other federal agencies for all responsibilities involved in the delivery of the PIO functions.
Supports DoD-wide governance and institutional reform initiatives as directed by the Secretary and Deputy Secretary of Defense. Manages, coordinates, tracks, and reports on progress of implementing DoD-wide strategic initiatives, ensuring that all reporting requirements contained in those initiatives are appropriately administered.
Assists the Deputy PIO in analyzing, programming, advising, and managing manpower resources for PID. Provides personnel resources and associated organizational support, as required, for specified assigned Departmental activities, including, but not limited to, the Defense Business Board and the Defense Management Institute, and other DoD or non-DoD activities, as designated.
Serve on various boards, committees, and other groups concerned with matters pertaining to assigned responsibilities, such as the Defense Business Council and its committees; participates in functional governance boards as required.
Performs key responsibilities within the Planning, Programming, and Budgeting Execution System (PPBES) for reviewing the program objective memoranda (POM) and budget submission of DoD Components and for preparing analyses for the Secretary and Deputy Secretary of Defense identifying and adequately reporting performance improvement initiatives and indicating the extent to which proposed programs and budgets are appropriately aligned to the Secretary's strategic priorities, consistent with the National Defense Strategy (NDS) and the DoD Strategic Management Plan (SMP).
Qualifications
To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs), the Mandatory Technical Qualifications, and other qualifications, if applicable, listed below.
EXECUTIVE CORE QUALIFICATIONS: All applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. You must address each ECQ separately, not to exceed 10 pages. You are required to respond to all ECQs. If you fail to do so will result in a rating of 'ineligible.' When responding to the Executive Core Qualifications (ECQs), you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the ECQs. Your examples should be clear and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts. Applicants must utilize the Challenge-Context-Action-Result (CCAR) Model when writing Executive Core Qualifications (ECQ). Use two examples of relevant experience for each ECQ being sure your experience matches the ECQ criteria.
Challenge - Describe a specific problem or goal.
Context - Describe the individuals and groups you worked with, and/or the environment in which you worked, to address a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale).
Action - Discuss the specific actions you took to address a challenge.
Result - Give specific examples of measures/outcomes that had some impact on the organization. These accomplishments demonstrate the quality and effectiveness of your leadership skills.
Each accomplishment should be clear, concise, and emphasize your level of responsibilities; the scope and complexity of the programs, activities, or services you managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues you addressed; and the results of your actions. You should use action oriented leadership words to describe your experience and accomplishments (e.g., Led the development and implementation of....) and quantify your experience wherever possible to demonstrate your accomplishments (e.g., number of employees supervised; size of budget managed; amount of money saved, etc.).
ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
ECQ 2 - Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
ECQ 3 - Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.
ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
Applicants that are either Career SES members, or graduates of the Office of Personnel Management Certified Development Program are not required to address the ECQs.
MANDATORY TECHNICAL QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. You are required to respond to all of the technical qualifications. If you fail to do so, you will be rated as ineligible. Please limit your written statements to no more than two pages per technical qualification.
1. Demonstrated experience and understanding of strategic operational planning and the ability to oversee development and implementation of plans that include and define the financial, human capital, and administrative management of a large organization.
2. Demonstrated experience in management of personnel and resources, proven ability to oversee administrative programs, operational support, and relevant activities which result in improving integrated customer-focused products and services for large, complex organizations.
3. Comprehensive knowledge and experience in the concepts, methodologies and information technology systems used in the Department's PPBE process.
DoD Joint Enterprise-Wide Experience Statement: In addition, DoD requires an Enterprise Perspective. This individual must have the ability to apply a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities is required. Executives must demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required. This information should be embedded within the application package (Resume, Technical Qualifications and Executive Core Qualifications).
Education
THIS POSITION HAS AN EDUCATION REQUIREMENT (TRANSCRIPTS MUST BE PROVIDED):
POSITIVE EDUCATION REQUIRMENT: Basic Requirements: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
