You will serve as a PROGRAM MANAGER in the ACQUISITION AND BUSINESS OFFICE of PEO SSN.
This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.
Duties
You will supervise over civilian and military personnel, field activity management, shipbuilder and support contractor management.
You will supervise the planning and development of acquisition documentation, development of acquisition strategy, and contract planning and execution.
You will supervise the development and execution of program budgets, and the development of annual task plans requiring regular oversight for adequate execution.
You will supervise the coordination of fleet and stakeholder interface and communications and program resource management; all requiring coordination with inside and outside stakeholders.
You will be responsible for providing overall direction and guidance for the program organization, administration and civilian personnel.
You will forecast and manage workload for the program office or functional area.
You will direct acquisition life cycle activities and all efforts associated with the program office or functional area through subordinate managers and teams.
You will apply management and business principles to analyze situations, identify problems, probe causes and select courses of action for subordinate managers to pursue.
You will provide goals, objectives, program and general guidance for operations consistent with higher level framework/guidance.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NH-03 (GS-13) or grade level in the federal service or equivalent experience in the private or public sector leading the development or implementation of acquisition life cycle strategies to achieve program goals for ships modernization programs.
