About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 7th Signal Command at Fort Meade, MD.

Duties
Serves as a senior Telecommunication Specialist with responsibility for signal support project planning and oversight of project execution for a portion of systems in the Telecommunications and Automated Information Systems arena.
Develops technical solutions and project implementation plans that consider and amplify systems architecture, interoperability, interfaces, protocols, networking,
expansion potential, and overall end-to-end compatibility.
Serves as technical specialist on assigned projects to include commercial requirements, system architecture, programmed resources, budgeted resources, and
current implementation status.
Participates in various signal planning and working groups formed to analyze, evaluate, and recommend solutions to future communications planning problems in support of various automation programs.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance with Sensitive Compartmented Information (SCI) access for the duration of employment.
- Three year trial/probationary period may be required.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs.
- Required to submit a Confidential Financial Disclosure Report, OGE-450 (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by assisting in the development and preparation of Satellite Communications (SATCOM) electromagnetic spectrum operations (ESMO) policies, plans, and objectives; analyzing technical solutions (for example, performing cost analysis) to make recommendations for implementation; and developing briefing/presentation materials for various audiences and stakeholders.
