You will serve as a PROGRAM ANALYST in the CORPORATE BUSINESS & ANALYSIS GROUP, COST & ACQUISITION ANALYSIS DEPARTMENT of NAVAIRWARCENWPNDIV CHINA LAKE.

Duties

You will serve as a Contracting Officer’s Representative (COR)/Alternate Contracting Officer’s Representative (ACOR) for one or more contracts administered by the Acquisition Support and Analysis Division. You will prepare meeting agendas. You will aid in acquisition package development, including acquisition strategy and market research document. You will support all initial contract award and/or transition efforts. You will review contract data requirements list (CDRL) deliverables, when appropriate. You will approve travel, OT, and purchase requests, and file and record in database/ tracking system. You will review close out data and provide direction for closeout actions.

Requirements

  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Generally, current federal employees applying for STRL jobs must serve at least one year at the next lower pay band. This requirement is called time-in-band. Time-in-band requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

DA-04:Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band (DA-03) in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following duties: 1) Identifying and documenting issues with processes, requirements, projects, and project performance; 2) Analyzing and forecasting issues; 3) Developing solutions through critical thinking and network of resources; 4) Identifying and analyzing data (i.e. performance, schedule, financial); 4) Reviewing and tracking, Contract Modification purchase orders; and 5) Aiding in acquisition package development. DA-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (DA-02) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following duties: 1) Assisting in documenting issues with processes, requirements, projects, and project performance; 2) Assisting in analyzing and forecasting issues; 3) Developing solutions through critical thinking and network of resources; 4) Assisting in identifying data (i.e. performance, schedule, financial); 4) Assisting in reviewing and tracking, Contract Modification purchase orders. DA-04:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related

DA-03:

master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or
