This position is located within the Domestic and International Security (DIS) office, within the Department of Administration and Finance (A&F), Millennium Challenge Corporation (MCC).
Although the position is advertised equivalent to GS-7/9, MCC uses a pay banded system to compensate employees. This position is pay band MC-5B/5A which is generally equal to GS-7/9.
Duties
As a Personnel Security Specialist you will provide a wide range of security support services across the entire Domestic and International security division in the areas of information, personnel, physical, and communications security. The Personnel Security Specialist:
Determines the eligibility of persons occupying a sensitive or non-sensitive position based on current security requirements.
Determines and makes recommendations on security clearances for employees, contractors, interns and affiliate staff.
Analyzes, evaluates, interprets, and applies personnel security regulations, guidelines, and standards
Reviews and evaluates background investigation reports to determine security eligibility of individuals for access to sensitive information, material, resources or work areas.
Prepares written correspondence, reports, briefings and other documentation.
Supports the Personnel Security team by updating personnel files and creating, maintaining and purging data in security databases.
Manages the day-to-day workflow of identification (ID) processing, pre-employment checks, and e-APP initiation and completion.
Assists in the Personnel security suitability/fitness intake program and ensure fingerprints are collected from employees, contract employees, volunteers and other affiliate staff and submitted to the appropriate agency. Schedule and process electronic fingerprints.
Will conduct monthly and annual SCIF security inspections.
Assists with carrying out internal administrative investigations pertaining to potential or actual violations of agency policies, directives, or procedures.
Supports agency with threat support on foreign-based and foreign-inspired terrorism, foreign intelligence activities, homegrown violent extremism, transnational organized crime foreign actors or their agents.
Assists with developing, implementing, and maintaining procedural and technical methods to enhance physical protection of agency resources and facilities.
Performs related duties as assigned.
Requirements
- Must be able to obtain and maintain a federal security clearance
- Relocation expenses will not be paid
- More than 1 job may be filled if additional vacancies occur within 120 days
- Some domestic and international travel may be required
Qualifications
To qualify for pay band 5B applicants must meet the following:
Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 5 (GS-7) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: applying basic principles, policies, regulations and practices related to personnel security programs; reviewing investigation reports to determine security eligibility of individuals for access to sensitive information, material, resources or work areas; creating, updating and maintaining files and databases; preparing and delivering recommendations/briefings to internal and/or external audiences; and drafting and preparing written correspondence, reports, briefings and other documentation.

Completion of a Bachelor's degree with Superior Academic Achievement in a course of study that directly reflects the job-related KSAs/competencies necessary to satisfy the minimum qualifications and perform the duties of the position.
OR
Applicants may qualify based on completion of at least 1 academic year of graduate education in a field of study that demonstrates the knowledge, skills and abilities necessary to perform the duties of this position.
OR
A combination of education and experience equivalent to that described above.
To qualify for pay band 5A applicants must meet the following:

For this position, this experience is defined as: applying Federal principles, policies, regulations and practices related to personnel security information, personnel, physical, or communications security programs; reviewing investigation reports to determine security eligibility of individuals for access to sensitive information, material, resources or work areas; creating, updating and maintaining security files and databases; preparing and delivering recommendations/briefings to internal and/or external audiences; and drafting and preparing correspondence, reports, instructions, guidance documents, procedures, policies, directives, etc. Note: This experience MUST be well documented within your resume or application.
OR EDUCATION: Master's or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.
OR COMBINATION OF EDUCATION AND EXPERIENCE: applicants may qualify on a combination of education and experience. Only graduate level education more than the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
