As a Deputy Regional Commissioner (Senior Advisor), you will provide authoritative advice, guidance and expertise on all program and policy matters concerning the management of PBS’s regional programs.
Location of position: Office of the Regional Commissioner, National Capital Region, Public Buildings Service, General Services AdministrationWe are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
Support national executive direction and management over the development of business practices, procedures, and specifications for the execution of Public Buildings Service (PBS) programs. Responsible and accountable for supporting outcomes, oriented, high-performing and sustainable workplace in PBS NCR. Perform advanced analytical and evaluative functions in the oversight and management of staff performing high level evaluations to assess the impact of proposed legislation, executive and/or administration initiatives.
Establish high level partnerships with stakeholders to justify, defend, influence, negotiate and inform key management officials, the Office of Management and Budget (OMB), members of Congress, industry leaders, trade associations, lobbyists, the media, foreign, state and local governments; and the public on policy, legislative, and programmatic considerations impacting the nationwide real estate acquisition program.
Evaluate policies and directives. Advise on courses of action required to establish the framework of Agency policies. Furnish the control, coordination, and continuity of programs and operations to develop plans for facilities, funding, personnel, equipment and requirements.
Review proposals, actions, and reports. Recommend and/or initiate actions to improve operations and coordination of PBS/NCR Agency activities. Recommend approaches to effectively communicate with directors, managers, and other agencies. Monitor and evaluate programs and operations ensuring adherence to agency objectives, goals, and strategic direction.

SPECIALIZED EXPERIENCE:To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service demonstrating at least three of the following:
Leading the development, implementation, measurement, and evaluation of strategic business programs;
Leading performance management thought-leadership, research and development to identify and consistently improve enterprise strategic business initiatives (including strategy and policy development, processes, implementation, measurement, and evaluation approaches) to deliver superior results in support of organizational business goals and objectives;
Leading the design, development, and implementation of an enterprise performance management process to increase individual and organizational effectiveness;
Providing direction and consultation on development of strategic initiatives, measures and metrics, and enterprise-wide and/or business specific collaboration to build and improve organizational performance.
It is preferred, but not required that you have: 4 years or more of experience as a Senior Advisor.
