This position is part of the Organization of the Joint Chiefs of Staff. The incumbent serves as an advisor for integration and interoperability requirements and issues related to joint and coalition command and control (C2) capabilities, information sharing systems and North Atlantic Treaty Organization (NATO) processes and procedures across a myriad of lines of effort.
Duties
As a MANAGEMENT & PROGRAM ANALYST (INTEGRATION & INTEROP) at the GS-0343-13 some of your typical work assignments may include:
Provides analysis support of C2 and information sharing capability integration and manages J6/DoD sponsored Working Groups and Integrated Product Teams (IPTs) ensuring integration and staffing of C4/Cyber capability initiatives and requirements.
Advises J6 leadership on C4/Cyber opportunities supporting capability development through government, industry, and academia collaboration.
Coordinates directly with the Office Secretary Defense Staff, Joint Staff, Service, Agency, Combatant Commanders, and Allied decision makers regarding oversight of C4/Cyber time sensitive Warfighter C2 and information sharing integration and interoperability of CCMD and Allied plans, policies and programs.
Advises, coordinates, and presents the U.S. position as the Joint Staff J6 CID representative at task force, committee, and team meetings on plans and procedures within the DoD and with NATO and Allied mission partners.
Provides continuing capability development, operational effectiveness, technical guidance and analysis to J6 Staff.
Participates in the development and refinement of Combatant Command requirements, policy instructions and concept of operation documentation necessary to support the implementation of C2 and information sharing technologies.
Provides oversight support of cross-divisional actions and monitors participating organizations' actions regarding commitments to Joint and Mission Partner C2 and information sharing initiatives.
Participates and/or leads in relevant C2 and information sharing policy setting forums.
Interacts with other staffs, departments, and organizations of the information sharing governing body, the incumbent is at the forefront in prioritizing and resolving C4/Cyber policy matters related to user implementation, joint/coalition security, state and military governance, national treaties and U.S. laws.

- The incumbent must possess prior work experience on at least one of the following staffs: OSD, Joint Staff, Combatant Command/Component staff, Service headquarters, Major Command, or a NATO command (strategic or major).

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Advises on Command, Control, Communications, and Computers (C4) integration and interoperability requirements related to joint and coalition Command and Control (C2) capabilities and information sharing systems.
Applies knowledge of Command, Control, Communications, and Computers (C4)/Cyber Command and Control (C2), information sharing capability field and information sharing environments for North Atlantic Treaty Organization (NATO) processes and procedures.
Assists project managers with programming, planning and budgeting all phases of Joint and Mission Partner Command and Control (C2), information sharing initiatives utilizing a Joint Capabilities Integration Development System (JCIDS) and Planning, Programming, Budgeting and Execution (PPBE) process or similar systems.
Utilizes current and emerging practices for Governmental, Non-Governmental Organization (NGO), Joint and Interagency operations including United Nations (UN) and multinational operations at the strategic, operational, and tactical levels.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
