This position will serve as the Lead Program Support Specialist and the Mental Health Coordinator for the Mental Health & Behavioral Science Service by providing administrative and clerical support to the team providing clinical services to the Veterans. The incumbent also advises the Section Chief and Supervisory Program Specialist on the practical and technical aspects of administrative procedures.
Duties
Major Duties:
Ensures that the organization strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services
Coaches team members concerning the application of appropriate problem-solving methods and techniques; providing advice on work methods, practices, and procedures; and assisting the team and/or individual members in identifying a workable solution
Leads the team in identifying, distributing, and balancing workload and tasks.
Communicates work assignments, new projects, issues for resolution, program initiatives and instructions, work deadlines and time frames for completion to the team.
Prepares reports and maintains records of work accomplishments and administrative information, as required and coordinates the preparation, presentation and communication of work-related information to the Site Supervisor.
Maintains program and administrative reference materials, policies, procedures, written supervisor's guidance, and other relevant documents.
Researches. learns and applies a wide range of quantitative and/or qualitative methods to identify access, analyze and improve team effectiveness and efficiency.
Resolved simple, informal complaints of employees and refer others, such as formal grievances and appeals, to the Site Supervisor or an appropriate management official

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/18/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Leading the team in delegation of assignments by distributing of workload and tasks to employees daily.
Training and arranging of team members in methods and techniques of team buildings.
Monitoring and reporting on the status and progress of work and checking on work in progress and reviews completed work.
Maintaining programs and administrative reference materials, project files and relevant ground documents and making available policies, procedures, and written instructions from the supervisor, prepares reports, and maintains work accomplishments and administrative information as required.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent doctoral degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education. (Transcript required).

Physical Requirements: The work is sedentary, some walking, standing, reaching, stooping, bending, kneeling, crouching or carrying light items. Most work is perform in an office setting.
