The primary purpose of this position is to support the Prevention and Management of Disruptive Behavior (PMDB) initiative - providing a broad range of educational services and training to the staff throughout the Hines VA Hospital and all associated activities and related committees including but not limited to, the Disruptive Behavior Committee (DBC/CCRB), Violence Prevention Committee (WVPP), and the Prevention and Management of Disruptive Behavior Program (PMDB).
Duties
Serves the facility as a primary instructor in all PMDB training courses for Hines VA Hospital.
Participates in the development and/or revision of course materials and computer-based training modules.
Maintains specialized knowledge of PMDB education and training and provides training and re-training of PMDB skills to the entire Hines VA facility staff.
Reviews new programs, films, and/or curricula for possible inclusion in education and training inventory.
Performs clerical or technical duties associated with developing, revising, maintaining, recording and/or instructing educational courses.
Assists with implementation and delivery of recurring PMDB education program.
Performs duties involving the testing of students with responsibility for planning, scheduling and administering selected measures.
Develops and reviews testing procedures, assures all control measures comply with regulations, prepares reports for management and recommends changes to the testing program when necessary.
Assignments may involve conducting or assisting with courses comparable to those at the GS-09 level, but with close supervision and specific and detailed guidelines immediately available.
Work Schedule: Monday - Friday, 7:30am - 4:00pm Rotation to other shifts to cover training needs of staff as needed

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5; for a GS-9 positions you must has served 52 weeks at the GS-7 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Education: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.
OR,
Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

GS-7 Grade Requirements: Must have one of the following:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: the employee must be able to demonstrate the knowledge and skills necessary to complete the duties of the position including program support and oversight. Such knowledge and skills: Communication and interpersonal relations, database management, etc. Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education; or superior academic achievement. Transcripts Required

GS-9 Grade Requirements: Must have one of the following:
Specialized Experience: You must have one year of experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of administrative regulations and operating ; Knowledge in the areas of MS-WORD, MS-EXCEL, MS-POWERPOINT, and VA VistA to gather information and present analysis of information in the appropriate format for presentation and communication. Ability to effectively communicate professionally with clinical providers of various levels, managers, supervisors, and other employees to identify areas for process improvement as it pertains to efficiency, accuracy, cost, and timeliness.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree.

Prefer incumbent holds a clinical license (RN, LPN, CNA, Registered Dietitian, Social Work, Physical Therapist, Occupational Therapist, Respiratory Therapist).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The incumbent must have the ability to complete all 12 hours of PMDB training to have a full understanding of the techniques and methods involved, to actively train staff in all levels of PMDB. This will require physical effort, kneeling, standing walking, bending, sitting, and hands on therapeutic containment activity with patients or employees during demonstrations of the techniques. Also, trainers may be expected to wear full personal protective gear while training hands on sessions depending on recommendations from Safety and Infectious Disease during possible outbreaks of highly communal diseases. The work has periods of sedentary tasks with desk/computer work followed by highly active involvement in programs and program preparation around the entire station. There are brief periods of active walking, pushing, lifting, bending, stooping, squatting, kneeling and carrying light to moderately heavy items such as papers/books, as well as training and audiovisual equipment. Use of wheeled carts is required for distant relocation of equipment.
