Duties
This position is located at the Edward Hines, Jr. VA Hospital, Hines, IL (578) - a Level 1a Complexity VHA Facility, and is organizationally aligned under the Education Service. The primary purpose of this position is to function as the central point of contact for the Veterans Health Education program within the hospital and affiliated outpatient clinics. Emphasis is placed on the coordination of health education activities, along with policy development and establishing administrative guidelines and procedures to direct the design and delivery of patient/family health education services.
Major Duties:
Serves as the principal point of contact for all Veterans Health Education communications and reporting between the facility, the VISN, and other program offices.
Provides consultation and training to interdisciplinary staff members to enhance their understanding and practice of evidence-based health education interventions and skills, and health education program development.
Develops and facilitates clinician education on relevant health education topics and skills.
Participates in the coordination and implementation of other staff development programs conducted by Education Service.
Works with facility management to assure that the Veterans Health Education Program contributes to the facility's mission, goals, and objectives.
Chairs the facility's interdisciplinary Veterans Health Education committee to assure interdisciplinary collaboration in the design and development of health education programs, activities, and services for Veterans and family members.
Assures that the Veterans Health Education Program has met all VHA Veterans Health Education Program requirements, and accreditation standards related to patient education.
Provides regular reports to facility management on the status of Veterans Health Education programs, services and products.
Prepares, secures and manages the needed budget and other resources to support Veterans Health Education programs, products and services.
Develops effective working relationships with staff responsible for related programs and services.
Seeks and maintains professional relationships with colleagues in the VA nationwide, external stakeholders and community agencies, and academic and professional institutions.
Collaborates with interdisciplinary staff to plan, implement and evaluate Veterans Health Education programs, activities, and services.
Work Schedule: Monday through Friday 7:30am - 4:00pm. Rotation to other tours to attend training needs of staff from other tours as needed.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Education: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.
OR,
Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
GS-11 Grade Requirements: Must have one of the following:
Experience: You must possess one (1) full year of specialized experience equivalent to at least the next lower grade (GS-9) in the Federal Service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of specialized experience may include but is not limited to: experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); Supervising or administering a training program; Development or review of training/course materials, aids, devices, etc., and evaluation of training results; Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Preferred Experience: VA health care clinician or educator who has academic training or previous experience in health education.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The majority of the work is sedentary. It involves moderate physical exertion, as related to lifting heavy boxes of pamphlets (up to 50 pounds) and pushing carts weighing up to 50 pounds. There may be prolonged standing during educational presentations. Traveling for meetings, classes and orientation programs may be necessary.
Most often position is sedentary but requires some walking and prolonged standing when teaching classroom style.
