Duties

Responsible for overseeing the implementation of Chief Information Officer (CIO) and Program Executive Officer (PEO) policies and processes supporting acquisition and life-cycle management. Oversees measurable performance metrics for assessing the performance of the Agency's IT and OT business investments. Analyzes and evaluates life-cycle processes for emerging and sustainment of Automated Information Management Systems (AISs) and Facility Related Control Systems. Provides guidance to functional customers to assist them in implementing the policies and processes. Participates in the program and new initiative milestone reviews internally with the PEO and Agency Heads and externally with Office of the Secretary of Defense (OSD) reviewing officials. Provides expert oversight and input in program applicable Business Case Analysis (BCA) and Economic Analysis (EA) development. Determines the minimum criteria to be applied in considering whether to undertake a particular investment, and the criteria related to the quantitatively express projected net, risk-adjusted return on investment. Responsible for administering the determination, coordination, and approval of program and new initiative budgeting requirements to support systems planning and upgrades, and migrations to Agency standards. Serves as a program expert with responsibility for leading, advising and monitoring the progress of the assigned programs' and new initiatives' implementation of the policies and processes. Evaluates emerging AIS and/or Facility Related Control Systems program documentation to ensure compliance with the applicable DLA and DoD Life Cycle Management guidance.

Qualifications

To qualify for a Program Analyst, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to the position. To qualify at the GS14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Develops and ensures the development of time-phased action plans; develops project controls, and monitors project progression; oversees the administration of contracts, and contract support; and prepares and provides status reports, and briefings. Coordinates, reviews, and recommends strategies for emerging AIS/OT programs which have deviated significantly from planned budgets, resourcing levels, milestones, or product specifications. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
