This position is located in the Central Resources Division, Office of Facilities Management Services, Deputy Assistant Secretary for Operations, Bureau of Administration (A/OPR/FMS/CRD), in the U.S. Department of State. FMS operates and maintains numerous domestic facilities and several Department annexes in the Washington, DC metropolitan area, and coordinates actions with the General Services Administration (GSA) on the domestic locations maintained by GSA or commercial building owners.
Duties
Performs a wide variety of in-depth studies of employee/organizational efficiency and productivity and recommends changes or improvements in FMCC organization, staffing, work methods, and procedures.
Prepares reports and conducts studies of internal administrative processes within the FMCC. Based upon analysis, recommends changes to adopt "best business practices" to achieve optimum funds tracking activities in the office.
Develops and maintains business account financial databases and provides status reports and analyzes and evaluates continual changes in FMCC progress plans and findings and their effect on budget program milestones.
Based on findings from program reviews and analysis, develops policies, procedures, and guidelines for budget and financial execution and administrative functions of the Division.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience performing design and execution of a Department of State reimbursable centric budget program like ICASS, or the Working Capital Fund which analyzes, evaluates, and improves the efficiency and effectiveness of budgetary and financial management programs, functions, and activities.
Experience monitoring and controlling the obligation and disbursement of funds.
Experience providing consultative and expert guidance on budgetary matters which affect short- and long-range planning.
Experience communicating to senior leadership and beyond on an action plan and presenting implementation data and resources.
There is no substitute of education for specialized experience for the GS-14 position.
