Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.
Duties
THIS IS AN AIR RESERVE TECHNICIAN OFFICER POSITION. This is an Air Reserve Technician (ART) Officer position located at HQ AF RESERVE CM K with the military rank of Major General(O8), AFSC: 090X0. The primary purpose of this position is: As an Air Reserve Technician (ART) Officer, to serve as the Senior Reserve Advisor to the Deputy Chief of Staff,
Logistics, Engineering and Force Protection, HAF/A4, and the AFRC Commander, providing operational planning, strategic guidance, and execution to the Commander, Deputy Commander, and Directors, with respect to situational awareness and operational control of Reserve activities with respect to Air Force Service execution. Additionally, provides training to reservist in the accomplishment of the tasks set forth herein.
Duties
1. Plans, organizes, coordinates, and maintains situational awareness of the assets and forces within the Command.
2. Evaluates the management of assigned resources and assesses the ability of AFRC units to perform their mission.
3. Serves as the Senior Advisor/Special Assistant to the AFRC Commander, providing expert advice on all logistical planning support operations and issues as well as direction of special projects.
4. Stays abreast of policy decisions made by higher agency levels which have an impact on assigned programs or mission
5, Represents the AFRC Commander at high-level meetings, boards, conferences, and meetings

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions
SPECIALIZED EXPERIENCE GS-15: One year of specialized experience equivalent to at least the GS-14 level in the Federal service, which has equipped me with the particular knowledge, skills, and ability to successfully perform the duties of the position. Specialized experience includes supervises maintenance support operations, integrating and coordinating administrative and technical work at the GS-14 level. knowledge of a wide range of concepts, principles, practices, laws and regulations of logistics management functions and of trends or current developments within the function and knowledge of the missions, roles, functions, organizational structures and operations that govern and interface with customer requirements for identification of strategic and long-range management planning issues.
Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Merit promotion applicants must meet applicable time-in-grade requirements to be consider eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of a wide range of concepts, principles, practices, laws and regulations of logistics management functions and of trends or current developments within the function.
2. Knowledge of the missions, roles, functions, organizational structures and operations that govern and interface with customer requirements for identification of strategic and long range management planning issues.
3. Ability to objectively analyze information, identify new developments, and direct appropriate logistics program actions. Ability to plan, organize and direct team study work/special projects and to influence management to support and implement recommendations. Ability to exercise tact and diplomacy in relations with high-ranking military and civilian officials. Ability to communicate both orally and in writing.
4. Must possess demonstrated leadership and managerial abilities essential to successful accomplishment of the responsibilities inherent in a senior command position.
5. Skill in establishing and maintaining effective working relationships..
OTHER SIGNIFICANT FACTS
1. This is an Art Reserve Technician (ART) Officer position. The incumbent must meet and maintain Air Force Reserve requirements. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA).
2. This is an AFRC key management position, in which, the incumbent is required to formulate, determine, and/or influence policies. Must be highly knowledgeable of the AFRC mission and responsibilities.
3. This position is designated as a mobility position. Incumbent must be willing to move/transfer to another unit/location on a lateral or promotion basis as directed by HQ AFRC. AFRC command-wide geographic mobility is a condition of employment for all ART Officer positions.
4. Must possess demonstrated leadership and managerial abilities essential to successful accomplishment of responsibilities inherent in this position.
5. The incumbent must be able to obtain and maintain a Top Secret security clearance.
6. Incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty (TDY) assignments.
7. This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
