Duties
As a Public Health Advisor you will:
Primary purpose of this position is to carry out public health policy, planning, and evaluation activities in an organizational unit.
Plan, develop, and implement public health programs in collaboration with local, state, other Federal and/or international governments and various public, non-profit, and private and health-related organizations.
Review congressional and legislative actions; assesses impact on public health program activities, initiatives, and policies; and initiates action accordingly.
Develop materials to explain programs to the general public and to specific groups including Congressional staff and state policy makers.
Establish systematic methods for program execution and advocacy that includes the identification of objectives, evaluation criteria, and legal and regulatory compliance requirements.
Serve as representative to professional organizations in order to gain cooperation from these groups.
Plan, conducts and/or assists in the development and delivery of training courses (e.g., community planning, prevention and intervention, outreach strategies, data collection, etc.); and assists with special studies and/or demonstrations.
Research and analyze the causes of product problems that are caused by controversial, complex, and often conflicting factors.
Conduct assessments, compliance reviews, and negotiates and approves corrective actions, as needed.
Analyse existing or proposed strategies, services, or other health-related matters; identify needs for improvement and the methods and resources to accomplish such improvements; develop, implement, and monitor performance evaluation and tracking systems; provide leadership in developing and implementing program plans and data sets consistent with funding requirements and national initiatives; lead and/or participate in operational or planning meetings, public briefings, or other formal and informal settings to publicize program and/or gain support and cooperation; assist with developing strategies for program promotion, education, communication, and outreach; independently, or in collaboration with others, prepare and/or assist with preparing contracts, agreements, proposals etc. for professional, laboratory, or other services pertinent to the program, study, or project.
Qualifications

Minimum Qualifications:
To qualify at the GS-13 grade level, you must have at least one year of specialized experience at or equivalent to the GS-12 grade level, which must include the following experience: planning, developing and implementing public health programs; presenting training, preparing reports; conducting assessments and compliance reviews.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected.
College or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. For a list of schools which meet these criteria, please refer to
