Located in the Office of the Monitor and Combat Trafficking in Persons, Resource Management and Planning section (J/TIP/RMO). Collaborate with the RMP Senior Coordinator, Front Office and other decision makers in managing and making determinations that directly impact the office. Performs management work that includes, but not limited to: strategic planning, organizational engineering, negotiation, procurement, management, security, training, and project management.
Duties
Serves as an internal organizational development (OD) consult.
Consults across five internal teams to manage projects, initiatives and deliverables that have an Office-wide impact on operational resources.
Formulates, develops, implements, and oversees a comprehensive management and administrative support plan/ strategy for the office.
Serves as an Analyst/Advisor responsible for overseeing staff responsible for human resources, strategic planning, third party contractor oversight, monitoring and evaluations, and other executive functions.
Acts as the Senior Coordinator in the absence of an incumbent.
Requirements
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
- U.S. Citizenship is required.

Qualifications
Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience executing executive operations and mission support functions
Experience providing advice, guidance, consultation and briefings on programs and policies to senior officials.
Experience directing, and managing strategic planning programs.
Experience formulating conclusions and recommendations for specific actions on overcoming administrative problems or issues in formal written reports or oral presentations.
There is no substitute of education for specialized experience for the GS-15 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
Ability to assign, review, and supervise the work of others;
Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations without undue stress;
Willingness to consider new ideas or divergent points of view; and
Capacity to "see the job through."
