The primary purpose of this position is: To serve as senior information technology (IT) specialist and consultant to management in support of the Plans Support Division (JF62) integrated end-to-end Mission Planning and Analysis system testing.

Duties

Functions as a senior test and evaluation lead on software testing activities. Assesses policy needs and develops policy and procedures governing IT activities. Performs studies and establishes plans of action for improving the efficiency of IT applications. Represents the organization at conferences and meetings and presents briefings.

  • This position is designated by the Air Force as a testing designated position under the civilian drug-testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication.
  • If requested, the incumbent must submit to urinalysis testing.
  • Incumbent must possess and maintain a Top Secret clearance with SCI as a condition of employment.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ SPECIALIZED EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which includes; Applying a wide range of IT principles, concepts, methods, advancements, policies, design, development, testing and applications, both hardware and software sufficient to assess the organization's IT business requirements and convince management toward a specific course of action; Utilization of rapidly changing technology, to evaluate its possible impact on critical USSTRA TCOM war planning missions, and to conceive, develop. and implement plans to satisfy requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of IT principles concepts, methods, system architecture, integration techniques, and testing methods. 2. Knowledge of the organization's policy and planning formulation process along with its missions, objectives, and customer's business requirements sufficient to prepare IT policies and plans. 3. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements. 4. Knowledge of concepts of and principles of sequencing actions, procurement techniques and requirements, and coordination requirements involved in project controls. 5. Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings. to render informed judgments. 6. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
