The primary purpose of this position is to exercise second level supervisory and managerial authorities over the Information Technology (IT) Operations Division.
Duties
Plans, organizes, and oversees the activities of the IT Operations and Cyber Defense Division as IT Ops and Cyber Defense Service Owner.
Exercises supervisory personnel management responsibilities.
Manages all aspects of the operation and monitoring of network systems.
Performs C4 information technology (IT) management responsibilities.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI).
- This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
- This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.

- A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.

EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one (1) year of specialized experience at the next lower grade GS-14 (or equivalent in other pay systems) which includes: Application of computer systems and related computer concepts, principles, practices, and methodologies, related to information assurance, information security, cyber operations, and computer network defense operations and environments; Applying a full range of cybersecurity and information security (INFOSEC) requirements, principles, concepts, practices, and methods sufficient to manage the evaluation of risks and vulnerabilities; managing and coordinating enterprise operations including design and modernization programs and strategies; formulating enterprise architecture policy and procedures; and simultaneously coordinating and integrating enterprise operations programs and issues.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of computer systems and related computer concepts, principles, practices, and methodologies related to information assurance, information security, cyber operations, and computer network defense operations and environments.
Expert knowledge of a full range of cybersecurity and information security (INFOSEC) requirements, principles, concepts, practices, and methods sufficient to manage the evaluation of risks and vulnerabilities, to oversee the development and/or implementation of mitigating improvements, to advise on and/or develop new security measures and countermeasures, and to manage the dissemination of IT security tools and procedures.
Expert knowledge of and skill in overseeing technical and non-technical risk and vulnerability assessments and vulnerability management processes and procedures.
Knowledge of safety and security regulations, practices, and procedures.
Skill managing and coordinating enterprise operations including design and modernization programs and strategies; formulating enterprise architecture policy and procedures; and simultaneously coordinating and integrating enterprise operations programs and issues. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet division requirements and objectives within available resources.
Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
