The primary purpose of this position is: To serve as Chief, IT Enterprise Plans and Resources Division in the Directorate of Command, Control, Communications, and Computers (C4) Systems at United States Strategic Command (USSTRATCOM) with responsibility for directing the activities of the Division. Also serves as the USSTRATCOM Deputy Chief Information Officer.

Duties

Exercises supervisory personnel management responsibilities. Serves as USSTRATCOM Deputy Chief Information Officer (CIO): Shares full scope of responsibility with the USSTRATCOM CIO (an SES) for policy, strategy, plans, budgeting and implementation for all USSTRATCOM enterprise information environments and associated mission systems. Directs IT Enterprise Plans and Resources activities supporting USSTRATCOM and associated personnel. Represents USSTRATCOM/J6 and the J6 IT Enterprise Plans and Resources Division with a variety of Command, installation and functional area organizations.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • The incumbent will be required to obtain and maintain a Top Secret security clearance as a condition of employment.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, off duty hours on call, extended work hours (12 hour shifts), varying duty hours, and/or holidays. Overtime may be required.
  • Employee must be certified under the Nuclear Weapons Personnel Reliability Program IAW DoD Reg 5210.42. This is a PRP Controlled position.
  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • This position is designated by the Air Force as a testing designated position under the civilian drug testing program.
  • It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ SPECIALIZED EXPERIENCE: Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-14 (or equivalent in other pay systems) which includes; Application of computer, cyber security, and telecommunications systems and related concepts, principles, and practices. Advises senior leadership on the latest computer security developments, research, and IT solution options. Ensure related computer disciplines such as, systems, networks, communication lines. Broad based expert technical knowledge of current DoD Information Assurance/Computer Network Defense and JCS crisis procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge and skill in the analysis of military and commercial information systems, their interaction, and their impact on global combatant command operations. Expert knowledge required to lead projects for operational management of C4 systems for interoperability, integration, advocacy, sustainment, and resourcing. 2. Expert knowledge of and advanced skill to apply procedures, requirements, regulations, and policies related to specialized expertise in the work of the division including the ability to maintain credibility with others on technical matters such as in-depth knowledge of broad budgetary and program management methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned functions in support of the mission, structure, goals, work processes, and programs of the command. 3. Advanced skill to analyze, research, present, and negotiate very complex and sensitive issues with officials of diverse perspectives and often with different or opposing views to meet program requirements and objectives within available resources. 4. Expert knowledge of planning, programming, and budgeting cycles; financial systems and restrictions on expenditure of funds; and standard contracting regulations, practices, and procedures. 5. Skill to organize and lead study teams tasked to originate new ideas, projects, and methodologies, negotiate complex issues; and maintain good working relations with diverse groups and executive level management throughout USSTRATCOM. . 6. Ability to execute projects and/or studies within established financial and/or time constraints. 7. Advanced skill to communicate effectively, both orally and in writing, concisely, and with technical accuracy. 8. In-depth knowledge and demonstrated skill to apply new methods of administration, advanced principles, and standard management practices to efficiently and effectively direct division operations, and maintain coordination, security, and control. 9. Ability to inspire, motivate, and guide others toward a goal accomplishment Leadership ability , including the ability to coach, mentor, and challenge subordinates; ability to adapt leadership style to a variety of situations; and ability to model high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
