About the Position: Serves as an analyst in the Theater and Field Army Branch in the Fielded Forces Division within CALL at US Army Pacific (USARPAC), developing and leading collection and planning teams and acts as an operations officer.
Duties
As a Strategic Operations Analyst, you will perform the following duties which is not an all-inclusive list:
Conducts quantitative and qualitative analysis on a wide range of strategic topics, and is able to communicate in a variety of media, the issues, best practices and lessons learned at Army Service Component Command (ASCC) and Theater Army levels.
Conducts planning/coordination/implementation of collection and analysis activities within ASCC's assigned area of responsibility on strategic/operational issues to include, but not limited to security cooperation and joint task force operations.
Serves as an Army and CALL subject matter expert for joint and echelons above brigade (EAB) and theater level strategic planning.
Expert in the Military Decision Making Process (MDMP) and the joint planning process (JPP).
Identifies/develops/executes strategic level research to support root cause analysis on integrate DOTLMPF-P contributing factors to identify gaps, lessons, and best practices.
Work with General Officers, and executive level decision makers in acquiring qualitative information.
Superior briefing and writing skills and the ability to represent findings that include both qualitative and quantitative summaries in combined form are required skills.
Requirements
- The incumbent must meet all Outside [the] contiguous United States (OCONUS) deployment requirements for duty in foreign countries or combat areas.
- There is Temporary Duty (TDY) travel of up to 40%. Potential TDY locations are worldwide and can include combat areas of operations.
- Must be able to obtain and maintain a Top Secret security clearance.
- This position is covered by the Civilian Drug Abuse Testing Program. Incumbent is required to sign a DA Form 5019-R, or a Memorandum of Understanding (MOU), and comply with drug testing procedures.
- The incumbent must obtain and maintain have a valid state driver’s license.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes utilizing a mission analysis process (e.g., military decision making process (MDMP) etc.) to conduct mission level planning, coordination, and analysis on studies or projects related to training development, training support, leader development, education, doctrine, and/or lessons learned; conducting qualitative research and summarizing results; and applying quantitative research designs to include one-shot, data capturing, quasi-experimental or experimental approaches. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
