About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Cyber Center of Excellence, Fort Eisenhower, GA. This is an obligated position.

Duties

Provide program direction and guidance to others on sexual harassment/assault reporting procedures, confidentiality, and available resources to ensure their understanding and compliance with regulatory and procedural guidelines Assess sexual harassment/assault reporting policies to make informed recommendations on policy needs and improvements Utilize crisis intervention and situational assessment and analysis techniques to provide support and assistance to victims of sexual harassment/assault prevention, response, and victim advocacy Promote victim service resources that provide care for sexual harassment/assault victims, e.g., DoD Safe Helpline number, installation 24/7 SHARP hotline, and SARC/VA contacts Conduct sexual harassment/assault prevention training designed to eliminate incidents of harmful and associated retaliatory behaviors Monitor overall quality of information in databases (e.g., Integrated Case Reporting System (ICRS)) to ensure sexual harassment data is handled in accordance with established guidelines

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Five years or more providing SH/SA advocacy services in the military or private sector is preferred.
  • Background checks against all records required by law, Office of Personnel Management, DoD, and Army policy or regulation will be conducted prior to entering on duty in the position.
  • In accordance with governing regulations, additional checks will be performed on a recurring basis while employed in the position.
  • Minimum of a favorable suitability determination on a Tier 3 background investigation.
  • Incumbents in these positions are required to self-report civilian arrests, the filing of criminal charges, and/or convictions of any criminal offense to their supervisors and security office.
  • Must attend and graduate from required SHARP training courses within six months of employment.
  • While waiting for training or completion of certification, the employee may be reassigned or detailed to a position that meets the employee’s qualifications and skills.
  • The detail or reassignment will be without promotion or demotion and will be until the DoD Sexual Assault Advocate Certificate is provided.
  • Must maintain an active D-SAACP certification and up-to-date commander appointment orders prior to having any victim contact or access to victim information.
  • In the event that D-SAACP certification expires, is suspended, or is revoked, the individual is not authorized to serve in any SHARP position or perform SHARP duties until D-SAACP certification is reinstated.
  • Must possess a valid driver's license and have the ability to operate a motor vehicle should the need arise to operate a government vehicle/motor pool vehicle.
  • May be subject to occasional 24/7 on-call SARC responsibilities.
  • This position may require temporary duty (TDY) business travel up to 25% of the time.
  • One-year supervisory probationary period may be required.

To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by applying legal, regulatory, and program guidance to the management of sexual harassment/assault cases; coordinating the provision of care for victims through proactive assistance/advocacy efforts; implementing prevention activities based on data analysis that promotes the reduction of sexual harassment/assault and associated retaliatory behaviors.
