This position is in the Department of Health and Human Services, Office of the Secretary of Health and Human Services, Office of the Secretary (OS), Office of the Chief Information Officer (OCIO), located in Rockville, Maryland and Washington, District of Columbia.

Duties

Leads and manages a variety of complex enterprise-level network administration, telecommunications, and cybersecurity infrastructure services to include Subject Matter Expertise across OCIO and HHS to improve the efficiency, effectiveness and quality of IT services. Applies technical expertise in computer and networking hardware to analyze long-range equipment needs, considering rapidly changing equipment technology and requirements, costs, benefits, and mission needs. Manages and provides authoritative guidance for Agency-wide infrastructure systems to include security, messaging, and access management. Applies technical knowledge of systems engineering and enterprise IT to support new program requirements and to develop and implement policies and guidelines for customer support services, requirements gathering, risk mitigation and enforcement standards. Defines and assigns team responsibilities for the delivery of customer support services and reporting protocols to ensure customers and senior leaders are involved in the development and implementation efforts.

Qualifications

Applicants must demonstrate that they meet the Basic Requirements as noted below. Experience: You must have IT-related experience demonstrating each of the four competencies listed below. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. and Specialized Experience GS-14: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing (4) of the (5) duties listed below: Assisting with managing enterprise-level security engineering, and/or cybersecurity infrastructure services. Implementing or designing organization-wide domain name system infrastructure. Managing open-source operating systems, such as Linux-based systems. Implementing security or networking standards, such as IPv6 protocols. Applying systems engineering and/or enterprise-level IT security principles and cybersecurity strategy models that reduce the risk of data breaches and network attacks (e.g. Zero Trust Architectural Model).
