Qualifications

In addition to the basic entry education requirements, you must have specialized experience and/or directly related education as described below:
To qualify for the GS-15 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-14 level defined as leading or coordinating the work of a team or other organizational unit; providing advice or instruction to employees on work and/or administrative matters; and coordinating multiple concurrent, major work assignments and projects.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge of the principles, practices and methods of program or administrative work relating to environmental protection programs.
Knowledge of the Frank R. Lautenberg Chemical Safety Act for the 21st Century; the Pollution Prevention Act of 1990 and the Emergency Planning and Community Right to Know Act.
Ability to lead staff by evaluating work performance and giving advice, counsel, and instruction.
Skill in oral communication.
Skill in written communication.
Ability to design and conduct strategies to identify reasonably available information, evaluate the quality of the data, identify data needs for Existing Chemical Risk Evaluations, identify testing needs while encouraging and facilitating the use of scientifically valid test methods and strategies that reduce or replace the use of vertebrate animals; and develop, manage and maintain data compilation tools.
Knowledge of physical sciences, chemistry, or biology to advise on the review of data to evaluate human and environmental risks from toxic chemicals and knowledge of risk assessment approaches and state of the science governing risk assessments.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
Physical Scientist: You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; OR a combination of education and experience with education equivalent to one of the majors listed that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
Biologist: You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR a combination of education and experience with courses equivalent to a major, as listed.
Chemist: You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics; OR a combination of education and experience with education equivalent to one of the majors listed that included the described coursework.
