This position is located in the Bureau of International Security and Nonproliferation, Office of Conventional Arms Threat Reduction (ISN/CATR). ISN focuses on efforts to prevent the spread of Weapons of Mass Destruction (WMD), their delivery systems, and destabilizing advanced conventional weapons. CATR leads efforts to prevent the proliferation of destabilizing conventional weapons and advanced technologies, as well as efforts on export controls to protect the use of dual-use goods.

Duties

Evaluates the impact of dual-use critical and emerging technologies and advanced conventional weaponry on U.S. national security interests. Advises on, administers, and performs technical research and other professional work related to the formulation, negotiation, and implementation of U.S. export control policy. Represents the United States on interagency delegations in both specialized and policy-level bilateral and multilateral discussions with other governments and in the Wassenaar Arrangement Experts Group (EG). Participates in international negotiations and consultations on the impact of the technical and scientific aspects of emerging technologies related to existing and potential export controls. Advises the interagency Technology Transfer Group, the interdiction group for conventional weapons and related dual-use items and technology.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.  Applicants must have the required experience or education as described below and meet any selective factors, when specified. BASIC REQUIREMENTS: A. Have a bachelor's or graduate degree from an accredited college or university in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; OR  B. Have a combination of education and experience where your coursework was equivalent to a major shown in A above, or a combination of related courses totaling at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. IN ADDITION to meeting the basic entry qualification requirements listed above, the applicant MUST have at least one year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-14 level in the Federal service. Qualifying specialized experience must demonstrate the following:  Experience leading scientific research or evaluations on future/emerging advanced technologies. Experience advising on the development of export control strategies or policies.
