Duties
As the Director, Office of Experimental Sciences you will have the following duties:
Manages, supervises, professionally develops and provides technical direction to all Office of Experimental Sciences (OES) personnel and other scientific staff. Establishes the requirements for, defines the primary multi-year and annual technical programs and budgets for, and helps assess issues and opportunities related to maintaining a robust national program infrastructure related to OES programs.
Coordinates with the NNSA M&O sites, Interagency, international partners, academic institutions, and research laboratories to integrate OES program capabilities into broad national and international plans and priorities for experimental sciences.
Leads research and experimental programs that support national security strategies and objectives by overseeing fundamental and applied research and testing on the chemical, metallurgical, high energy density physics, and nuclear properties of materials used in nuclear weapons systems.
Directs, coordinates, and supervises staff participating in the formulation of policies, program analysis, and alternative positions relative to experimental sciences to accomplish program goals. Policies and program analysis focus on broad national and agency strategies such as research and partnering with other agencies to support long and short plans for OES programs.
Qualifications

To meet the minimum qualifications for this position, candidates must possess specialized experience at a senior level which demonstrates the ability to perform the duties described above; including progressively responsible supervisory or managerial experience demonstrating the ability to manage people and resources.

Applicants currently serving under a career Senior Executive Service (SES) appointment; eligible for reinstatement into the SES; or have successfully completed an SES Candidate Development Program (CDP) approved by OPM are not required to address the ECQs; but MUST address all MTQs. Failure by a non-Senior Executive Service member to upload a narrative statement addressing each of the ECQs and MTQs will result in loss of consideration.
Executive Core Qualifications (ECQs): A supplemental narrative must be uploaded and attached to your application addressing each ECQ listed below. The ECQs were designed to assess executive experience and potential, not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. All applicants must submit a written narrative to address the ECQs. Your narrative must address each ECQ separately and should contain one or two examples per ECQ describing your experiences and accomplishments/results. The narrative should be clear, concise, and emphasize your level of responsibility, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken and the results of your actions. Applicants should not enter "Refer to Resume" to describe your experiences. Applications directing the reviewer to search within the application or to see the resume are considered incomplete and may not receive further consideration. The narrative must not exceed 10 pages.
There are five ECQs:
ECQ 1: LEADING CHANGE: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment.
ECQ 2: LEADING PEOPLE: Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
ECQ 3: RESULTS DRIVEN: Ability to meet organizational goals and customer expectations, and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
ECQ 4: BUSINESS ACUMEN: Ability to manage human, financial, and information resources strategically.
ECQ 5: BUILDING COALITIONS: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
The Office of Personnel Management (OPM) is required by law to review the executive core qualifications of each new career appointee to the Senior Executive Service (SES) prior to appointment.

Mandatory Technical Qualifications (MTQs): A supplemental narrative must be uploaded and attached to your application addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs:
MTQ 1: Describe your knowledge and experience in the physical sciences, engineering and/or computational sciences disciplines relevant to a broad range of nuclear weapons research relevant matters including the management, development, and modeling/simulation and execution of experiments and analysis relevant to stockpile stewardship.
MTQ 2: Describe your knowledge and expertise relevant to the development, acquisition, provision, and utilization of state-of the art facilities for materials, high energy density physics, nuclear and chemistry studies relevant to nuclear weapons research.
MTQ 3: Describe your experience in line and program management of complex organizations, including your ability to manage a diverse technical staff; gather, analyze, and evaluate information to establish program objectives and priorities; perform multi-year programmatic planning and budget estimation; and ensure delivery by geographically distributed executing organizations to meet mission needs on schedule within budget.
MTQ 4: Describe your experience or ability to effectively communicate (identify, listen, negotiate, clarify, and/or respond) orally and in writing; present facts and information to support research and development mission needs; work and/or collaborate with a wide range of audience including: DOE national laboratories, senior U.S. and foreign officials, other program offices, the public, and Congressional staff members.

Education
You must meet the Basic Education Requirement listed below in order to qualify for this series.
Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
