Duties

As a Public Health Analyst (Policy and Issues Management) you will: Plan and implement a comprehensive and integrated public health program across the organizational unit and in concert with CDC goals, and priorities and develop and maintain systems to analyze complex and highly visible actions such as legislation, executive directives, Departmental policy issuances, voluntary changes in practice by influential organizations or groups, as well as other influential statements of policy or other issues with the potential to impact public health as well also on the division and center. Develop reports that reflect an in-depth analysis and interpretation of policy matters involving relevant public health issues. Cultivate and maintain relationships with other organizational units within CDC including other national centers, and offices within the CDC Office of the Director including CDC Washington, FMO/Leg, and others; other Federal agencies, and quasi-governmental groups such as the CDC Foundation; and other key partners including national and international organizations, as well as others in the public sector. Manage the processes for the establishment and tracking of the organization's goal setting efforts and is responsible for the overall completeness and quality of a comprehensive plan. Coordinate complex evaluation tasks such as the application of agency, department, and/or government wide evaluation efforts including PART or other inquiries, audits, or reports conducted by the Department, CRS, or GAO, and is responsible for ensuring completeness and quality of the organization's submissions to these efforts. Prepare written analytic reports in support of major strategic planning and evaluation programs and initiatives for use of the organization's leadership including top management; as well as members of the leadership team at CDC, DHHS, and other federal agencies, state and local public health and environmental protection agencies; and other key partners. Supervise a small contingent of positions.

Qualifications

All qualification requirements must be met by the closing date of the announcement. Minimum Qualifications: To qualify at the GS-14 grade level, you must have at least one year of specialized experience at or equivalent to the GS-13 grade level, which must include the following experience: aiding in the strategic direction of an organization, influencing policies and/or potential policies, directives; and collaborating in the development of initiatives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected.

College or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. For a list of schools which meet these criteria, please refer to Department of Education Accreditation page.

You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
