The primary purpose of this position is to To perform routine, recurring vehicle dispatch and recordkeeping duties for the assigned organization. Receives, processes, plans, and schedules vehicles to approved vehicle request. Duties also include dispatching operators as required.
Duties
Schedules and dispatches passenger, cargo, and U-drive vehicles.
Receives customer requests verbally and in writing, checks validity of requests, and dispatches vehicle/driver to accomplish the mission.
Ensures vehicles are utilized for lawful purposes.
Plans work for accomplishment of daily dispatch support requirements.
Occasionally works closely with installation protocol offices to ensure Distinguished Visitor ground transportation support is on schedule.
Maintains vehicle dispatch logs, records and reports. Updates manual and automated records, logs and records vehicle requests, vehicle dispatches, status of vehicles, location of vehicles, and operator assignments.
Maintains daily/weekly/quarterly maintenance/operations schedule for the purpose of planning, scheduling, and tracking resources.
Responsible for controlling assigned vehicle operators, motivation of workers, organizing and making individual work assignments.
Reviews daily requirements, operators assigned, and equipment available to prioritize and assign work.
Acts as the Unit Control Center monitor during real world contingencies and exercises.
Applies emergency action checklists for Vehicle Operations contingency plans, as directed by higher authority.
Ensures coordinates on maps are plotted and briefs supervisors and vehicle operators of location of entry control points, contaminated areas and other pertinent information

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: I have, or will have within 120 days of closing of this announcement, 1 year of specialized experience equivalent to the GS-04 grade level which requires knowledge of standardized transportation regulations, procedures, and operations related to one or more transportation support functions to perform a full range of dispatching duties and resolve recurring problems.

EDUCATION: Successfully completed 4 full years above high school. NOTE: You must submit copies of your college transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-04 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the policies, practices, and procedures for dispatching or scheduling motor vehicles and maintaining related documentation.
Knowledge of personal computers and software programs to maintain dispatch records and logs.
Knowledge of applicable safety standards and guidelines.
Knowledge of emergency action checklist and contingency plans related to vehicle operations.
Ability to understand road maps and other locator documents, and in determining the shortest and safest route for
both the short and long run, considering the height and weight of the vehicle relative to overpass clearance and legal
restrictions, load limits of bridges and roads, and weigh points.
Ability to communicate orally and legibly in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
