Duties
PRIMARY PURPOSE: To serve as a first level supervisor and manager, applying Air force military rated aviation experience and to provide expert air transportation operations advice. Provides effective MAJCOM level management of AMC's aircrew training and the resources necessary to sustain their current, near-term and long-term readiness to perform their designed operational missions. Establishes command aircrew training system policies and game plans to provide critical guidance to AMC/CC/CV, AMC/DO, and AMC/XP to ensure a synergistic use of aircrew personnel, aircrew training resources, and Hying hour resources. Provides/prepares thorough researched and stalled aircrew resource policy recommendations, briefings, and assessments for AMC and HQ Air Force. Manages comprehensive technical analysis processes to provide the Directorate of Operations with timely and accurate aircrew training resource recommendations in response to internal and external issues regarding current programs and future program planning. Decisions involve significant resource applications, 8,000 aircrew personnel, a $15 billion FYDP flying hour program, and a $600 million PYDP aircrew training system (ATS) budget. Interfaces on aircrew training programs with planners and senior policy makers at all levels.
DUTIES:
Plans, directs, and implements work to he accomplished by subordinates.
Manages civilian and/or military workforce.
HQ AMC Aircrew Training Systems Management: MAJCOM manager for AMC simulator training programs supporting active duty and ARC aircrews. HQ AMC Flying Hour Programming: Prepares AMC's $15B flying hour program submission for current and future years' defense programs. HQ AMC Flying Hour Management: Responsible for execution and reporting of current year AMC flying hour programs, verification of TWCF hours flown by other commands and ARC forces and maintaining historical flying hour records.
Aircrew Training Resources: Works directly with Air Staff and AFMC to provide mobility training support for airlift and tanker crews.
Special Projects: Accomplishes a variety of special projects for Director of Operations and command leadership on matters related to aircrew training systems, flying hour programming and execution, and other aircrew training issues.

Qualifications
In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Transportation Operations (2150)
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; knowledge of military command structure, missions, programs and organizational relationships of Air Staff and other MAJCOMs; knowledge of Agency management, organizational principles and practices and their interaction with the planning programming and budgeting process; knowledge of prime factors that impact aircrew training systems (computer-based training, degrees of motion, visual acuity, distributive mission training, and skill transfer); In depth knowledge of air transportation operations, mobility flying training programs and policy, and flying hour modeling and justification; knowledge of complex resource and planning variables that influence program activities; Knowledge of analytical methods involving, operations policy and planning, air transportation operations, personnel management, and training requirements; knowledge of air transportation operation training administration policy, and procedures; and previous mobility aircraft rated aircrew (pilot or navigator) experience.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Previous mobility aircraft rated aircrew (pilot or navigator) experience ls essential and critical to the successful completion of the work.
Skill in Planning Programming and Budgeting System (PPBS). Skill in computer data systems and office systems to accomplish special studies and projects.
Skill and knowledge of building mission numbers, proper use of mission symbols, and auditing procedures for mobility flying hour programs.
Ability to apply Human Resources Management, organizational planning, program direction, and communication. Ability to speak as subject matter expert in front of large groups. Ability to direct complex studies and comprehensive analysis of program requirements. Ability to supervise and manage subordinate workforce. Ability to work harmoniously with all levels of personnel within and outside the component. Ability to conduct independent evaluations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
