Duties

Serve as the Subject Matter Expert for NORAD and USNORTHCOM lessons learned and corrective action team by analyzing and developing reports that integrate data, identifies cross-cutting issues, and recommend actions for future implementation. Operate and utilize the JTIMS during the four phases of the JTS: Requirements, Plans, Execution, and Assessment, providing expert advice, multiple courses of action and recommendations, to include training Command personnel on the use of JTIMS. Serve as staff analyst, evaluator and advisor to the Commander by providing expert advice and guidance on the policy, plans, procedures, actions, and milestones to ensure the effectiveness and efficiency of planning, development, execution, engagement, evaluation and analysis in support of the Commands individual and staff training in order to improve the Commands readiness posture. Review policies and regulations and conduct training for assigned areas. Manage multiple long-range planning of simultaneous training, exercise and education schedules to implement the JTS to improve the Command's readiness posture. Develop, manage, and modify the Commands' Joint Training Schedule. Draft, coordinate and manage assigned section of the JTP, Commander's Training Guidance, and the Command's yearly Publication 7.

  • Work occasionally requires travel away from the normal duty station on military or commercial aircraft
  • Will occasionally be required to work holidays, weekends, and non-standard hours to support military operations. Required to be on phone recall and 2-hour standby
  • The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge and understanding of the current missions, capabilities, organization and operations of: NORAD and USNORTHCOM; other Combatant Commands; the military Services; the National Guard; the US Coast Guard, the Reserve forces; the Department of Defense; DoD intelligence organizations; FBI, CIA, FEMA, etc., is required. Comprehensive knowledge of local, state, and federal agencies organization, structure and plans as related to homeland defense, homeland security, crisis management, and consequence management, civil disturbance, etc., as well as an understanding of highly classified operational plans. Extensive knowledge of current military law, joint doctrine, joint plans, policies, and practice. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Skill in training, exercise and education program management. 2. Ability to interpret military law, joint plans, policies, and practice. 3. Knowledge of crisis response processes and controls systems. 4. Knowledge of security policies and procedures. 5. Skill in the use of automated systems utilized to track data. 6. Skill in oral communication. Skill in written communication. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
