As a Program Analyst (Evaluator), you will serve as an expert analyst who is responsible for accomplishing major analytical and systemic studies and/or projects relating to substantive, mission-oriented programs of the Internal Revenue Service (IRS). You are responsible for high-level projects delegated by the Director, Office of Inspections and Evaluations, or from the Deputy Inspector General for Inspections and Evaluations.
Duties
As a Program Analyst (Evaluator), you will:
Plan, perform, study, and coordinate the most significant types of inspections and evaluations assignments encompassing the entire spectrum of IRS programs, projects and activities that often cross several operational functions.
Plan, organize and carry through to completion broad, long-term analytical studies and projects requiring analysis of effectiveness, efficiency and productivity of substantive, mission-oriented programs.
Analyze program functions and/or areas to discern trends in program delivery. Analyze overview report data to measure effectiveness in meeting baseline or the degree to which program plans and achievements support strategic initiatives.
Develop various techniques and methods to assess costs and benefits of alternative programs and to evaluate the effectiveness of current programs.
Review and evaluate the effectiveness of operating procedures, work flow, inter-functional coordination, and organization operation through personal observation, conferences, status reports and data. Prepare documents from these reviews, evaluating the progress towards achievement of program initiatives. Evaluate the implementation of new procedures affecting the program operations.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
Planning and conducting evaluations, performance audits, or similar assessments of programs in accordance with applicable standards; AND
Designing the methodology and scope of evaluations, performance audits, or similar assessments of programs; AND
Applying analytical techniques to determine compliance with requirements, effectiveness, efficiency; or identify fraud, waste, and abuse; AND
Communicating both orally and in writing with program management to present findings, detail the significance of conclusions, justify recommendations and answer questions about work conducted.
Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:For the GS-14, you must have been at the GS-13level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
