Community Relations Service (CRS) mission is to provide tension reduction and conflict resolution services to resolve and prevent community-level disputes. CRS provides facilitated dialogue, mediation, training, and consultation to assist these communities to come together, develop solutions, and enhance their capacity to independently prevent and resolve future conflict. *This is an open-continuous announcement. Duties

This job allows telework in accordance with agency policy. The selected applicant will report to their assigned CRS worksite when not teleworking, attending local meetings/events, or on travel. The primary purpose of this position is to serve as a program analyst, evaluator, and advisor to management and key internal/external agency stakeholders. In this position, the employee provides expert technical, procedural, and administrative guidance on the planning, evaluation, and/or improvement of the effectiveness of agency operations, programs, and policies. Duties include: Evaluating existing internal processes and procedures and prepares proposed findings and recommendations for improvement to administrative systems, legislation, and regulations. Using quantitative analytical methods to evaluate programmatic data and to identify and analyze program or policy issues. Developing and evaluating alternative tools for program evaluation and cost-benefit analysis to perform consistent, continuing, effective assessment. Responsible for applying a variety of analytical and evaluative knowledge and skills to the organizations programs and projects. Developing and providing briefings and reports to leadership and other stakeholders on program status. Participating in and operating as a team lead in working groups and ad hoc committees as they relate to program studies and changes. Establishing and maintaining continuous liaison with agency staff, appropriate counterparts, and senior-level positions on all areas of responsibility. The duties listed above are generally written for one grade level. If the position is advertised at multiple grades, the duties will be adjusted in difficulty, complexity, and level of supervision, for higher or lower grades, as appropriate. Organizations may also add other duties as assigned' once you are hired, based on what is included and allowed by the position description.

Requirements

  • You must be a United States Citizen or National.
  • You will be required to complete a pre-employment security investigation and background check which includes a drug screening.
  • You may be required to complete a one-year probationary or trial period.

Qualifications

To qualify for the position of Program Analyst, (GS-0343-11/12/13), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to the series and grade you are applying to. If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade. Additionally, please ensure to submit an applicable SF50 (please refer to the "required documents" section for additional information). Specialized Experience: To qualify for the GS-11, you must possess one year of specialized experience equivalent to at least the GS-9 grade level or pay band in the Federal service performing the following duties: Evaluating existing internal processes and procedures; Evaluating alternative tools for program evaluation and cost-benefit analysis; Analyzing and interpreting new or proposed legislation, regulations, or policies. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. To qualify for the GS-12, you must possess one year of specialized experience equivalent to at least the GS-11 grade level or pay band in the Federal service) performing the following duties: Evaluating existing internal processes and procedures and prepares proposed findings; Evaluating alternative tools for program evaluation and cost-benefit analysis to perform effective assessment; Analyzing and interpreting new or proposed legislation, regulations, or policies in order to determine the impact on programs, operations, and/or management. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12 level, you must meet the qualification requirement using experience alone. No substitution of education for experience is permitted. To qualify for the GS-13, you must possess one year of specialized experience (equivalent to the GS-12 grade level or pay band in the Federal service performing the following duties; Evaluating existing internal processes and procedures and preparing proposed findings and recommendations for improvement to administrative systems; Developing and evaluating alternative tools for program evaluation and cost-benefit analysis to perform consistent, continuing, effective assessment; Analyzing and interpreting new or proposed legislation, regulations, or policies in order to determine the impact on programs, operations, and/or management; Developing and providing briefings and reports to leadership and other stakeholders on program status including justifying and defending operational proposals Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12 level, you must meet the qualification requirement using experience alone. No substitution of education for experience is permitted.
