About the Position: The U.S. Military Entrance Processing Command, headquartered in North Chicago, IL, is a jointly staffed command, staffed by representatives of all branches of the Armed Forces. The command, through its 66 military processing locations (Military Entrance Processing Stations (MEPS)/Remote Processing Stations (RPS), determines whether applicants are qualified for enlistment based on standards set by each of the services.
Duties
As a Program Analyst, you will:
Provide support to the Innovation and Facilitation (IFT) Directorate for all program management activities of designing, creating, delivering and supporting new projects and processes.
Support Command’s IT mission by developing and providing products and services for IT modernization and transformation programs.
Lead, advise, facilitate analyzing and promoting improvement and reengineering of practices, programs and projects.
Conduct studies and evaluations, developing performance measurements, develop analytical evidence and recommending alternatives for management decision-making.
Develop and formulates Directorate statement of positions, responses, or solutions.
Plan and evaluate programs, projects and studies to support strategic planning, change management, resource management, business process management, project management and business transformation activities.
Create professional quality staff products such as plans, briefings, reports, business cases, studies, memorandums, and project plans.
*** These duties are described at the full performance level GS-12. If selected at the GS-09 or GS-11 level the position will be developmental and eligible for non-competitive promotion to the full performance GS-12 level.

Qualifications
Telework eligible position - Position has an official duty location of North Chicago, IL and is eligible for Situational Telework at the discretion of the Command. This position is NOT eligible for remote work (remote duty location). If telework is approved, selectees will be required to report to their official duty location as outlined in their telework agreement.
Position may be filled as a time-limited promotion, reassignment or change to lower
grade not to exceed (NTE) 2 years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time limited reassignments and changes to lower
grade may exceed five years, however return rights may be impacted. Position may be made
permanent without further competition.
DEVELOPMENTAL: Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management.

Specialized experience is defined as experience that is typically in or related to the work of the position to be filled including: Assisting in analyzing modernization program metrics to recommend improvements and optimize operational and medical operations: Writing study results for leadership on results of modernization studies; Utilizing methods, techniques, and tools to analyze program, organizational, and mission performance including methods that deliver key performance information (i.e., comparative, trend, diagnostic, root cause, predictive). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, at the GS-9 level, you may qualify if your education meets the definitions below:
Education Substitution for Specialized Experience for GS-09: Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Program/Project Management, Business Management/Administration, Finance, Accounting, Human Resources, or a closely related field. (Note: You must attach a copy of your transcripts.)
Combination of Experience and Education Substitution for GS-09: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify. (Note: You must attach a copy of your transcripts.)

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
