This position is located in the Washington, DC Commuting Area in the USAID Annex, 500 D Street SW, Washington, DC, in the Bureau for Global Health, Office of Policy, Planning and Programs (GH/PPP), within the Budget Team at the U.S. Agency for International Development (USAID).
Duties
Develop and maintain fiscal year planning budgets for GH for the Agency’s global health funding, integrating USAID/Washington, Department of State, and USAID Mission allocation decisions across a variety of health program areas.
Determine resource requirements and recommend resource allocations that are consistent with Congressional legislation, Administration, and Bureau requirements, and based on technical guidance, policy priorities, and program needs.
Develop and analyze detailed plans, strategies, and objectives for the long-range implementation of major agency health programs, and ensure the effective programming and efficient use of resources
Develops, maintains, monitors, and uses financial and policy reporting systems and databases to conduct budget management and ensure policy compliance.
Prepare briefing materials, consultations, notifications, and reports to support the Bureau’s engagement with Congressional stakeholders on Global Health budget issues.
Identify key policy issues and budget priorities, conduct a wide range of complex analyses, develop and evaluate alternative plans and strategies, and make definitive recommendations to management.
Requirements

- Must be able to obtain and maintain a security clearance.

Qualifications

Specialized Experience:
GS-13 you MUST have one year of specialized experience is required that is equivalent in difficulty and responsibility to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include; (a)providing the formulation and justification of budgets for a Bureau/Independent Office;(b) reviewing programmatic budgets and analyzing a variety of qualitative and quantitative data to compare to current spending information to support and forecast future requirements; (c) developing and disseminating Bureau/Independent Office-wide guidance governing the development of program budgets, and providing assistance to offices, as needed, on the budget planning and reporting process; AND (d) utilizing administrative and/or financial data systems
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
Selective Placement Factor:
This position has a Selective Placement Factor, which is a skill, knowledge, ability, or other characteristic essential for the job's satisfactory performance. The Selective Placement Factor represents the minimum requirements for this position and is a prerequisite for appointment. Applicants who do not meet the Selective Placement Factor are ineligible for further consideration.
Selective Placement Factor: Do you have experience working to provide multi-million dollar U.S. Federal funding to large international organizations for use in foreign assistance in low- and middle-income country's health relief programs; and committing those funds through acquisition systems and monitoring them through accounting and reporting systems?
