These positions are located in several Institutes, Centers, and Offices within the National Institutes of Health (NIH), Department of Health and Human Services (DHHS), in Montgomery County, Maryland.

Duties

If selected for this position, your duties may include, but are not limited to the following: Apply expertise in library procedures, system analysis, and bibliographic standards to solve technical processing problems, improve efficiency, and develop new techniques. Develop and implement modifications to operational and developmental systems with established approvals. Coordinate and provide training for personnel, contractors, library staff, and outside agencies on technical processing systems. Serve as a liaison to computer specialists and a technical resource for integrating data with other library automation projects. Plan and develop contract actions for automation projects, including file conversions and special maintenance activities. If you are selected at the GS-11 or 12 level, you will essentially perform the same duties as those at the full performance level described, however, duties are less complex and will be performed under closer supervision with more detailed guidance.

Qualifications

To qualify for a Technical Information Specialist, GS-1412 position you must have: Education Requirement: A) A full 4-year course of study that meets all the requirements for a bachelor's degree with major study in the subject-matter field of the position to be filled; OR B) 4 years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology of a discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; and where appropriate, ability to read and comprehend nontechnical material in one or more foreign languages. Such experience is equivalent to that which would have been gained through a 4-year college curriculum; OR C) Have a combination of education and experience as described above. Additional Qualification Requirements: To qualify a the GS-11 level, you must have: A) completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, if related; OR B) 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1.) Preparing literature review summary reports for management review; 2.) Index technical, scientific, or historical articles to facilitate retrieval of information on specialized subjects. 3.) Generating idea to resolve technical library information system problems (e.g., missing data); AND 4.) Developing training materials on the use of library information/microcomputer systems; OR C) a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position. To qualify a the GS-12 level, you must have: 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1.) Analyzing scientific or statistical data to prepare reports for management (e.g., literature reviews). 2.) Assigning indexing terms for journal articles. 3.) Resolving technical library information system problems (e.g., missing data). 4.) Facilitating training courses/workshops on the use of library information/microcomputer systems. AND 5.) Proposing recommendations for senior management to improve library operations/information systems. To qualify a the GS-13 level, you must have: 1 year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1.) Analyzing scientific or statistical data to prepare reports for senior management (e.g., literature reviews). 2.) Establishing indexing terms to cover evolving subject matter areas. 3.) Developing and facilitating training courses/workshops on the use of library information/microcomputer systems. 4.) Developing documentation to raise awareness and educate staff on the proper use of library information systems (e.g., user manuals, operational procedures, job aids, workflow diagrams); AND 5.) Leading projects that result in improved library operations (e.g., time, cost savings, improved information quality).
