Duties

This position is a mission critical occupation and is responsible for the analysis of system and/or security requirements, the development and implementation of mission critical applications for the agency's Information Technology operations.
As an IT Specialist, Systems Analysis you will service as a technical lead and subject matter expert (SME) for IT systems development, reengineering and modernization.
Your major duties and responsibilities include:
Conducting IT planning and project management activities for the full system development life cycle, including organizational/strategic planning, project planning, risk management, quality assurance, project scheduling, budget management, issues tracking, administering service level agreements, and resource management.
Serving as an expert on IT projects, advising top management on major IT products and/or service issues, conducting or participating in complex studies and reviews, particularly those with wide or significant effect upon the promotion of HRSA or department wide IT products and services.
Developing and implementing multi-year budgets and workplans for large-scale acquisitions for IT projects and services.
Developing policies, procedures, guidelines and standards for the planning, development, integration, implementation, and evaluation of information technology systems and subsystems to meet the overall information needs of multiple organizational units.

Requirements
- U. S. Citizenship is required.
- All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.

- PHS Commissioned Corps applicants must submit current personnel orders.
- A one year probationary period may be required.

To qualify for this position, you must possess IT related experience and/or training that demonstrates that you possess each of the following four competencies:

In addition to the above OPM requirements, in order to qualify for these positions, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to the grade levels listed below in the federal service.
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
GS-14: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.
Examples of minimum qualifying specialized experience equal to the GS-13 level include performing the following types of tasks on a regular and recurring basis:
1. Applying system development lifecycle (SDLC) methodologies to the design and development of new and improved information systems such as .NET framework or salesforce to meet the IT business requirements.
AND
2. Utilizing Agile methodologies to implement custom solutions using cloud-based platforms or tools such as Salesforce or .NET to improve program efficiencies and effectiveness.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions.
SYSTEMS ANALYSIS - Analysis of processes leading to the planning, design, and implementation of new and improved information systems to meet the business requirements of customer organizations.
PROJECT MANAGEMENT - Knowledge of the principles, methods, or tools for developing scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
INFORMATION TECHNOLOGY POLICY AND PLANNING - Develops a framework for acquiring and managing information technology systems based on the organization's business requirements.
