This position reports directly to the Assistant Chief, Health Administrative Service, Business Office. The incumbent acts as a resource person in planning, reviewing, or revising policies and procedures that impact patient care and service policy. The incumbent coordinates budget submission, workload reports, fund control point usage, personnel management and space issues to present to the Service Chief, and to facility executive leadership.

The primary purposed of the position is the coordination and monitoring of all Health Administration Service programs.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Prepares various correspondence, including reports, standard operating procedures, and presentations
Performs human resources functions such as coordinating with the HR office concerning personnel matters and advising managers and staff on processes and procedures. Advises and coordinates recruitment actions.
Manages budget formulation and execution including analyzing budget calls, develop budget data for justification and approval, and directing execution of spending.
Oversees procurement and contracting (preparing requests, evaluating proposals, maintaining procurement records
Interprets and develops administrative policies (defines requirements, provides advice, maintains administrative systems)
Provides full staff assistance on administrative matters (planning, organizing, developing, and evaluating medical center administration)

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have PH.D or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or a LL.M, if related, that demonstrates the knowledge, skill, and abilities necessary to do the work of this position.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate controlled office.
