This position reports directly to the Assistant Chief, Health Administrative Service. The incumbent acts as a resource person in planning, reviewing, or revising policies and procedures that impact patient care and service policy. The incumbent coordinates budget submission, workload reports, fund control point usage, personnel management and space issues to present to the Service Chief, and to facility executive leadership.

Duties

The primary purposed of the position is the coordination and monitoring of all Health Administration Service programs. Duties include but are not limited to the following: Serve as the Health Administration Service Representative to Human Resources Management Service on all personnel issues requiring substantial practical knowledge of Title 5 and Title 38 employee relations. Perform the full range of personnel administration for the Service with varied functions and activities. Assist managers and staff in projecting staffing needs, writing position descriptions, developing job analyses, preparing performance plans and appraisals, processing training request, and drafting disciplinary and adverse actions. Review, analyze and interpret incoming requests, recommend appropriate action or suggest appropriate alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints and work priorities. Possess knowledge of VHA Chief Business Office policies and procedures as they relate to the administrative functions of the Service and interaction needed between the Service and internal/external stakeholders. Participate in the planning for budgeting needs and financial management for the Health Administration Service. Analyze budget calls, reviewing guidelines and instructions. Review financial reports and resolve discrepancies with the appropriate accounting office. Serve as the Alternate Control Point Approving Official for all departmental accounts. Prepare procurement requests, evaluate proposals for work, act as a Contracting Officer's Representative (COR) for procurements, and/or maintain procurement and contracting records. Prepare and review purchase order for supplies and non-expendable property such as equipment, to include personal computer hardware and software and other specialized equipment necessary to the effective functioning of the office. Take a leadership role in maintaining all current documents necessary to meet the requirements of external reviews for the VA. Ensure the Health Administration Service meets accreditation standards for JC. Assist in development and monitoring of quality/performance improvement measures for Health Administration Service and submit results in final format. Perform other related duties as assigned by the Chief/Assistant Chief, Health Administration Service. Work Schedule: Monday through Friday, 8:00am - 4:30pm Telework: Ad hoc. VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/19/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: preparing various correspondence, including reports, standard operating procedures, and presentations; preforming administrative work in one or more areas (such as Personnel Management and Administration, Budgeting and Financial Management, Research and Analysis, and Procurement); handle and maintain communication for an organization or facility; research and/or analyze administrative issues. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a PH.D or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or a LL.M, if related, that demonstrates the knowledge, skill, and abilities necessary to do the work of this position. NOTE: If using education to qualify, a copy of your transcripts must be submitted with the application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education as described above, which meets the total qualification requirement for the GS-11 grade level. Only education in excess of a Master's or equivalent graduate education may be used to qualify applicants for the GS-11 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements & Work Environment: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate controlled office.
