This position is located in the Health Resources and Services Administration, Office of Operations, Office of Information Technology, Division of Grants Performance Systems, Product Delivery Branch. The duty location for this position is in Rockville, MD.

Duties
This position is a mission critical occupation and is responsible for the analysis of system and/or security requirements, the development and implementation of mission critical applications for the agency's Information Technology operations.
As an IT Specialist, .NET technical lead you will be leading requirements analysis, system architecture, secure design and development, testing and implementation of new applications, changes or bug fixes to existing applications, provide operations and maintenance for the enterprise and bureau- specific systems.
Your major duties and responsibilities include:
Reviewing security designs, performing code reviews focused on security, creating/updating security documentation, participating in Security Control Assessments (SCAs), Contingency Planning Tabletop Tests, and working with the technical teams and contractors to address security findings.
Providing architectural guidance, recommendations and strategies to customers and application owners on how to improve performance and scalability of their application and database components.
Analyzing business strategies, business requirements, security requirements, and operational processes.
Identifying and developing cost-effective security strategies and guidelines for both HRSA internal staff and vendors.
Managing projects by collaborating with HRSA's data architecture, data analytics team, security team, other SMEs, customers, stakeholders, and vendors to ensure all HHS/HRSA security policies and controls are followed during development and maintenance of the project.

Requirements

To qualify for this position, you must possess IT related experience and/or training that demonstrates that you possess each of the following four competencies:

In addition to the above OPM requirements, in order to qualify for these positions, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to the grade levels listed below in the federal service.
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
GS-13: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.
Examples of the minimum qualifying specialized experience equal to the GS-12 level include the following types of tasks performed on a regular and recurring basis:
Applying tools and technologies, such as .NET Framework and Salesforce, to develop and maintain custom IT solutions.
AND
Ensuring that enterprise .NET applications adhere to industry standards for IT security controls, processes and guidelines to protect an organization's systems infrastructure.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

INFORMATION SYSTEMS SECURITY - Ensures the confidentiality, integrity, availability, reliability, and non-repudiation of the organization's information contained in and transmitted from systems and networks by implementing security laws, regulations, policies, standards, and control techniques.
PROJECT MANAGEMENT - Knowledge of the principles, methods, or tools for developing scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
INFORMATION SYSTEMS ADMINISTRATION - Understands and demonstrates knowledge of applicable information systems including concepts, principles, and practices related to their use and application.
